Item Title:Review and Approve Agreement for Jurisdiction on Private Roads (Harbor Concourse Homeowners Association, Inc.)(CM2874)

Background:
Harbor Concourse Homeowners Association, Inc. controls all private roadways within the subdivision of Harbor Concourse.  Pursuant to Florida Statute, the County does not have traffic control jurisdiction over private roads such as those controlled by the Association.  Section 316.006(3)(b), Florida Statutes, provides that a county may exercise jurisdiction over any private roads if the county and the party owning such roads provide for county traffic control jurisdiction by a written agreement approved by the governing board of the county.  Harbor Concourse Homeowners Association wants the County to exercise traffic control jurisdiction over the Harbor Concourse Roadways.  The parties have consulted and the County and the Sheriff are willing to exercise traffic control jurisdiction upon the Harbor Concourse Roadways. Request:
Approve and authorize Chairman to sign an agreement between the Board of County Commissioners, Nassau County Sheriff's Office and Harbor Concourse Homeowner's Association, Contract No. 2874, for traffic control jurisdiction on private roads.
