On January 15, 2020 Nassau County published Request for Qualifications (RFQ) No. NC20-001 to provide design services for the development of the Westside Regional Park. In response to the RFQ, six (6) firms submitted their qualifications for consideration. On March 30, 2020, the Evaluation Committee ranked Prosser Inc. highest of the firms that provided qualifications. On April 27, 2020, the Board of County Commissioners (BOCC) approved the Evaluation Committee’s scoring and ranking of the received responses and authorized the Evaluation Committee to conduct negotiations with the top ranked firm, Prosser Inc., and for a contract to be brought back to the Board for approval.
On May 22, 2020, the Evaluation Committee held a negotiation session with representatives from Prosser Inc. During the course of the discussion, it was determined that the best approach would be to divide the design project into two separate phases. Phase 1 would be the master site planning and programming of the entire 110 acre +/- park. This process will include community outreach and creation of three conceptual master site plans for consideration. Phase 2 of the project is to take the selected master site plan and create a full set of engineered drawings (construction plans) for the first section of the park’s construction.
The committee recommended that Public Works Director, Doug Podiak, and the County's recreation consultant, Dr. David Barth, meet with Prosser Inc.'s technical staff to discuss the technical details of the project and work program along with related costs.
On October 12, 2020, the Evaluation Committee held a second negotiation session to discuss the findings of Public Works Director, Doug Podiak, and Dr. Barth and to also finalize the work program, deliverables and cost.
Negotiations have been completed and staff is recommending the Board award the project (RFQ NC20-001) to Prosser, Inc. and approve Contract No. CM2866 in the amount of $91,320.00 to complete Phase 1 of the project which is the master site planning and programming of the entire 110 acre +/- park. Once Phase 1 of the project is substantially completed, Staff will negotiate a second contract with Prosser, Inc. for Phase 2 of the project and bring back a contract to take the selected master site plan and create a full set of engineered drawings (construction plans) for the first section of the park’s construction.
The reason the project is divided into two phases, (1) master site plan/programming and (2) engineering, is because the cost to create a set of engineered drawings for the entire 110+/- acres is significant. While we want to ensure a thoughtful plan is created for the entire site, it is unnecessary to create fully engineered construction drawings for the entire site since only enough funding has been allocated to complete a portion of the project. The expense for Phase 2 of the project is unknown at this time as it will be dependent on the outcome of the master site planning and programing exercise of the first section of the park’s construction. When Phase 1 of the project is substantially complete, Staff will negotiate the second Phase of the project with Prosser Inc. and return to the BOCC with a recommendation for a second contract that will account for Phase 2 of the project. |
Consider the following: 1) award Request for Qualification (RFQ) No. NC20-001, to Prosser, Inc. to execute design services for the Westside Regional Park; and 2) approve and authorize the Chairman to sign Contract No. CM2886, in the amount of $91,320.00 with Prosser, Inc. to complete the first Phase of the project which is master site planning, programming and design for the full 110 acre +/- site.
