Item Title:Speed Limit on Bridal Road

Background:
The Engineering Services Department received a request to post speed limit signs on Bridal Road in Fernandina Beach.  Florida Statute 316.189(2) establishes a speed limit of 30 mph on residential roadways, and an investigation must be conducted to determine if a different speed limit is appropriate.  

 

Engineering Services conducted a speed study on July 7 – 14, 2020 (available in the Engineering Department) indicating the 85th percentile speed on Bridal Road was 22.83 mph with the maximum speed of 37 mph. Bridal Road is a two-way, road that is approximately 13’ wide from the edge of pavement to edge of pavement centered on a 30’ right of way.   Because of geometry constraints, allowing for only one vehicle at a time, as well as a lack of available pedestrian facilities, staff would recommend that the Commission adopt the attached resolution authorizing 20 mph speed limit signs be posted on Bridal Road as this speed coincides with the observed 85th percentile speed.

 

Request:
Consider a Resolution of the Board of County Commissioners of Nassau County, Florida, relating to establishing a 20 MPH speed limit on Bridal Road in Fernandina Beach providing for findings by the Board of County Commissioners; providing for placement of 20 MPH speed limit signs; providing for penalties; and providing for an effective date.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Minimal.  The cost to fabricate and install speed limit signs.


Action Requested and Recommendation:

Staff recommends that the Board adopt the attached resolution establishing a 20 mph speed limit on Bridal Road and authorize staff to post the signs.
