| | | | | | | | | Background: | | The purpose of the American Beach Water and Sewer District is to construct, own, operate, lease and maintain water and sewer systems in the unincorporated area of the county within the boundaries of the District. This Special District is the best beans of establishing these public purposes for constructing, leasing, operating and managing assets of water and sewer systems within the District. The creating of the District is consistent with the Nassau County Comprehensive Plan. | | Request: | Public Hearing on a Ordinance of the Board of County Commissioners of Nassau County, Florida, creating the American Beach Water and Sewer District; providing for purpose and function; designating the governing board of the District; providing for the powers and authority of the District; prescribing budgeting and financial controls; providing reporting requirements; providing that the District shall not have the authority to levy ad valorem taxes; providing that the District shall not have the authority to acquire existing public water and wastewater utility systems; providing for codification in the Nassau County Code of Ordinances; providing for severability, conflicts, liberal construction, and providing an effective date.
