Background:

The Health Care Responsibility Act (HCRA) places the financial responsibility for emergency services atout-of-county hospitals on the patient's county of residents. Generally, these funds pay for hospital services only.

 

The County Medically Indigent Program (CMIP) created by the BOCC in the 1980's is a companion to HCRA which provides early intervention with medical specialists to reduce the incident of emergency room admissions and provides assistance to clients who otherwise cannot afford maintenance medication. Reimbursement for sponsored services is at the Medicaid rate.

 

In Fiscal Year 2007-2008, the BOCC requested that the Health Department fund the CMIP from operating revenues, rather than as a separate line item in the BOCC Budget.


Request:
Approve and authorize the Chairman to sign a Memorandum of Agreement with the Nassau County Health Department, Contract No. CM2914,  for the County Medically Indigent Program (CMIP) for Fiscal Year 2020/2021.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Impact of changing funding source will be a proportional decrease in indigent care services at Health Department clinics and other safety net providers, as well as emergency hospitalizations due to critical or advanced stage conditions.

Action Requested and Recommendation:

Approve and authorize the Chairman to sign a Memorandum of Agreement with the Nassau County Health Department, Contract No. CM2914,  for the County Medically Indigent Program (CMIP) for Fiscal Year 2020/2021.
