| | | | | | | | | Background: | In August 2014, bids were received in response to the bid (No. NC14-016) for Construction Engineering Inspection (CEI) Services for the Reconstruction of Crawford Road. The evaluation committee ranked the proposals and, in October 2014, presented their consensus to the Board of County Commissioners. The Board approved the committee’s recommendation to negotiate with the top ranked firm, England-Thims and Miller (ETM).
Right of Way Acquisition, Construction Agreements with Norfolk Southern, and Wetlands Mitigation have caused numerous delays in the Reconstruction of Crawford Road.
The Scope of Services from ETM was provided in April 2019, and negotiations resulted in the maximum limiting amount of $497,227.91 for CEI services for the Reconstruction of Crawford Road.
