Background:

Sec 163.3177(6)(b), Florida Statutes requires the County to maintain a transportation element in its comprehensive plan The element shall provide for a safe, convenient multimodal transportation system, coordinated with the future land use map or map series and designed to support all elements of the comprehensive plan. The element shall be coordinated with the plans and programs of any applicable metropolitan planning organization, transportation authority, Florida Transportation Plan, and Department of Transportation adopted work program.

The element shall include a Future Transportation Map Series (FTMS) showing the general location of the existing and proposed transportation system features and shall be coordinated with the future land use map or map series.

The FTMS was last updated in 2015. This amendment will update the Future Transportation Map Series (FTMS) with updated data and analysis to be consistent with the North Florida TPO’s Long Range Transportation Plan (2045) and Transportation Improvement Program. It will also be consistent with the proposed update to the County adopted Mobility Plan. It will also include amendments to policies in the Transportation and Capital Improvements elements to properly reference the Future Transportation Map Series, add provisions for context-sensitive design of roadways, and to explores provisions for coordinating with utility companies to provide trails through utility corridors, and to explore establishment of a fee-in-lieu policy for construction of trails and sidewalks.

This public hearing is for adoption of this amendment.

Request:

Consider CPA20-005, an ordinance of the Board of County Commissioners of Nassau County, Florida, amending the 2030 Nassau County Comprehensive Plan; amending the transportation and capital improvement elements; amending the future transportation map series; providing for transmittal; providing for severability; and providing an effective date.

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

This amendment will update the Future Transportation Map Series (FTMS) to be consistent with the North Florida TPO’s 2045 Long Range Transportation Plan (LRTP) and serve as a basis for the update to the County’s adopted Mobility Plan and the ENCPA Sector Plan Mobility Network. Amendments to Policies CI.08.01 and CI.08.03 have been included in the proposed amendment to ensure that transportation improvements identified in the County’s Mobility Plan and Sector Plan Mobility Network shall be included as long term (unfunded) needs on Map FTMS-5 and shall be considered by the County when it reviews and updates the County’s adopted Mobility Plan and the Comprehensive Plan’s Schedule of Capital Improvements. 

The adoption of the updated maps will not in themselves result in any fiscal impact. However, they will inform the updating of the County’s Mobility Plan and the Comprehensive Plan’s Schedule of Capital Improvements.  This may have an impact on future Mobility Fees charged to new development in the future.

These efforts will also inform the creation of the County’s 5-year Capital Improvement Program, which will schedule timing and allocate funding to identified projects.
