| | | | | | | | Background: | The proposed “Blackrock Cove” PUD would include up to 184 single-family lots, 48 townhouse lots, a public park to be dedicated to the County, and associated open space and private amenities.
County-approved cost estimates (GAI Impact Fee Methodology, Exhibit I in the PUD Narrative) indicate that the Developer is investing $483,715 in park land value and park construction, meaning that the County is receiving an additional $102,396 above what would have been obtained through impact fees. This is a 27% increase in value added to the impact fee obligation.
The Planning & Zoning Board recommended approval with conditions of this application at its November 5, 2020 meeting. | Request: | Consider PUD19-001, the rezoning of approximately 152.4 acres located On the west side of Blackrock Road, North of SR200/A1A. from Open Rural (OR) and Residential Single Family 2 (RS-2) to a Planned Unit Development (PUD) to be known as "Blackrock Cove". Application filed by Blackrock Park, LLP and Anderson, Willyoung, Brewer and Boyett owners; and Rogers Towers, P.A., agent. District 3. | Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens: | This Planned Unit Development will provide several public benefits, including construction of a 20.5 acre community park to be dedicated to the County. The land donation value is $102,396, and the value of the permitting and facilities construction by the developer is $381,319.39.
