The Comprehensive Plan Recreation and Open Space and Capital Improvements Elements along with the East Nassau Community Planning Area (ENCPA) Employment Center Detailed Specific Area Plan (DSAP), Market Street Preliminary Development Plan (PDP), and PDP#3 require that a park parcel be conveyed to the County for public recreational space.
The park is to be developed in multiple phases with Phase I park improvements developed contemporaneously with the extension of Wildlight Ave., which provides access to the park, and Phase II improvements developed contemporaneously with the further extension of Wildlight Ave., along the western frontage of the park. Coordinated timing of road construction will provide access and parking.
Wildlight representatives, County staff, and the County's recreation consultant, Dr. David Barth, utilized a collaborative charrette process to develop the conceptual park site plan. Park facilities include restrooms, parking areas, basketball courts, small and large dog parks, a fishing dock, pavilion, amphitheater, multipurpose fields, nature trails, and other active and passive recreational facilities (see attached).
The attached agreement establishes the terms for donation/conveyance of the park site to the County, credits for the park and recreational impact fees, and Wildlight's roadway construction obligations.
Heather Encinosa, Esq., with Nabors, Giblin & Nickerson P.A., provided legal counsel to county staff in the drafting and coordinated review of the attached agreement.
