The proposed amendment to the FLUM of the Comprehensive Plan comprises three parcels within the William Burgess Mixed Use Overlay District (WBD). totaling approximately 114.86 acres and described as Phase 2 of the proposed “Liberty Cove” development. This application requests changing the current FLUM designation from Agriculture (AGR) to Transect Districts defined in the William Burgess Context and Connectivity Blueprint (WBCCB) (adopted in July 2019) as T-3 Sub-urban Zone, and T-1 Conservation Zone.
A proposed rezoning for this site from Open Rural (OR) to the transect zones has been filed in conjunction with this application.
According to Section 4.2 of the WBCCB, transect zones provide for a mixture of uses, upgraded building design, density, height, street design, parks, open spaces, and other similar components of the built environment. The T-1 Natural Zone consists of lands unsuitable for development such as designated wetlands, the East Nassau Community Planning Area Conservation Habitat Network (CHN), and other environmentally sensitive areas. The T-3 Sub-urban Zone is a low-density residential zone with densities ranging from two to five units per acre and including single-family detached and attached homes. Section 4.3 of the WBCCB outlines the uses designated for each transect zone.
In November 2020, an amendment to change the zoning and FLUM encompassing 437.7 acres of lands (north of William Burgess Road) and lands on all sides of this property was approved. In addition to the T-1 and T-3 Zones, land uses also include the T-4 Urban Edge/Urban General and T-3.5 Urban Transitional Zone. The latter zones call for walkable, mixed-use communities with a mix of multi-family, townhome, and single family uses along with retail, office, service, and civic uses. Densities in these zones range from five to 15 dwelling units per acre.
The subject property along with the lands currently designated as Liberty Cove Phase I comprise a unified development program. Developing as a unified plan ensures that property owners and development entities are providing required lands for parks, public schools, road rights of way, and other critical civic facilities and public infrastructure and are not incrementally entitling and developing lands.
In order to provide more detailed legal descriptions of the proposed transect boundaries, the applicant, in conjunction with staff, is requesting a continuance of this item to the March 16, 2021 Planning & Zoning Board meeting and subsequently to the March 22, 2021 Board of County Commissioners meeting. |

The purpose of the William Burgess Context and Connectivity Blueprint (WBCCB), adopted by the Board of County Commissioners in July 2019, is to focus growth in an area already experiencing development pressures, where there are existing utilities, planned transportation networks, and can ensure there are the civic facilities in the future to facilitate growth. Compact, mixed-use development patterns are more fiscally sustainable, decrease the cost in time, money, and energy of providing and maintaining services, and promote walkable development at the human-scale. The proposed amendment implements the vision adopted by the County by the WBCCB. |
