Background:

The 242-acre Southern Pines Subdivision is being developed on former timberland in northwestern Nassau County.  The one-acre plus, single family homesites will retain many of the pine trees that were once harvested here. 

 

A large amenity tract has been preserved for passive recreation to be accessed by a boardwalk over the adjacent wetlands.  Several ponds and dry hydrants have been provided for fire suppression purposes.   Bermed landscaped strips along the perimeter will buffer the homesites from adjacent roadways.

 

The site engineering plan for the subdivision was approved on July 8, 2019. The preliminary plat, originally approved in three phases concurrently with the engineering plan, has recently been reconfigured into one phase.  This preliminary plat was approved on April 13, 2021.

Request:
Approval for the final plat for the Southern Pines subdivision filed by LGI Homes-Florida LLC, owner, and Melrose Survey and Mapping, Inc, agent for owner, to subdivide 242 acres into 141 one-acre plus homesites and eight tracts.  The property is zoned Open Rural with a future land use of Agriculture and is located on the east side of US 1 just south of Mizell Tract Road, approximately 1 mile south of the Town of Hilliard.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Police, fire, transportation, recreation, and administrative impacts to be covered partially or wholly by impact fees/gas taxes/ad valorem taxes/mobility fees.

Action Requested and Recommendation:
For recording purposes only, consider the final plat for the Southern Pines subdivision filed by LGI Homes-Florida LLC, owner, and Melrose Survey and Mapping, Inc, agent for owner, to subdivide 242 acres into 141 one-acre plus homesites and eight tracts.  The property is zoned Open Rural with a future land use of Agriculture and is located on the east side of US 1 just south of Mizell Tract Road, approximately 1 mile south of the Town of Hilliard. Staff recommends approval.
