Item Title:	Approval of Preliminary Agreement with CSX for Review of Design Plans for Roadway Improvements on Pratt Siding Road near the Railroad Tracks

Background:
In March 2019, the Board of County Commissioners approved a Small County Outreach Program (SCOP) agreement, Contract No. CM 2671, with Florida Department of Transportation (FDOT) for roadway improvements on Pratt Siding Road . The SCOP grant is in the amount of $1,000,000 and includes the design, construction, and construction engineering inspection (CEI) of approximately 1.5 miles of Pratt Siding Road from US 1 to CR 115. In November 2019 the Board approved Elton Alan, Inc. to complete the Engineering & Design work for the Pratt Siding Road improvements, Contract No. CM2499-WA05. Elton Alan has submitted the 60% design plans, and CSX will need to review the plans. Because the roadway improvements on Pratt Siding will include paving of existing road up to roughly 11 feet from centerline of the nearest railroad track, on both sides of the crossing, and within the CSX right of way, including roadway striping and crossing signal relocation, the engineering and design plans will need to be reviewed by CSX. The attached Preliminary Engineering Agreement (CM2988) reimburses CSX $20,000 for costs and expenses incurred by CSX in connection with the Engineering work. CSX is requesting the attached Preliminary Engineering Agreement, Contract No. CM2988, be approved and executed by the Board of County Commissioners prior to their review of the design.
Request:
Approve and authorize the Chairman to sign the Preliminary Engineering Agreement, Contract No. CM 2988, in the amount of $20,000.00 with CSX for the costs and expenses associated with the design review of Pratt Siding near the CSX railroad tracks.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
Review of the design plans will be included in the costs of the Pratt Siding Road CIP approved project. The funds to CSX are reimbursable from FDOT. There will not be additional impact to future budgets.
Action Requested and Recommendation:

CSX has provided the Preliminary Engineering Agreement. The County Attorney has reviewed the agreement on behalf of the County Commissioners. The fully executed agreement is to be mailed with a copy of the check payable to CSX Transportation, Inc. The agreement should not be dated until CSX signs the agreement.
