Background:

On January 19, 2021, the County issued Invitation to Bid (ITB) No. NC21-008 for the South Amelia Island Beach Renourishmnent Project.  The ITB was for sealed bids from dredging contractors to excavate, transport, place, and shape up to 1,800,000 cubic yards of beach-quality sand from an offshore borrow area located within the ebb shoal of Nassau Sound, off the south tip of Amelia Island, FL, along approximately 17,100 ft of the Atlantic Ocean shoreline of south Amelia Island along First Coast Highway (A1A), Nassau County, Florida, to renourish the South Amelia Island Shore Stabilization Project. The Successful Bidder is to provide all materials, equipment, and labor to complete the work described, and shall perform or provide all pavement and property restoration (as applicable), surveys, environmental monitoring, safety and security measures, permit compliance, tilling and final grading.

 

Bid submittals were opened on February 25, 2021 by the Clerk of Courts with the lowest responsible bidder being SJ Hamill Construction Company.

Request:
Award ITB number NC21-008 to SJ Hamill Construction Company and authorize the Chairman to sign contract CM2992 for a total contract amount of $14,597,000.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
Financing for the renourishment project will be funded via a bank note to be repaid by a combination of capital assessment to the MSBU and state and federal grant reimbursements.  There will be no impact to taxpayers outside of the MSBU.
Action Requested and Recommendation:
Award ITB number NC21-008 to SJ Hamill Construction Company and authorize the Chairman to sign contract CM2992 for a total contract amount of $14,597,000.
