In February 2019 the Nassau County Board of County Commissioners (BOCC) approved an agreement (Contract No. CM2656) with the Florida Department of Transportation (FDOT) for the Design work of Safety Improvements on CR 108 from Bay Road to Middle Road.
In November 2019 proposals were received in response to RFP NC19-022 for Engineering Design work of CR 108 Safety Improvements from Bay Road to Middle Road and the Board of County Commissioners authorized negotiations with the top ranked firm, Pond & Company.
In September 2020 the County Engineer reported that the Florida Highway Authority (FHWA) notified FDOT and Engineering Services of two items that were not included in the request for proposals (RFP) for the design work on CR 108 from Bay Road to Middle Road. The BOCC approved to reject all proposals received in response to NC19-022 RFP. Staff were authorized to revise the RFP and re-advertise. At that time Supplemental Agreement #1, CM2656-A1, with FDOT was approved extending the contract time from December 31, 2020 to June 30, 2021 allowing time to revise the RFP and re-advertise for design services.
The RFP was re-advertised in October 2020 (RFP NC20-024) with proposals due by 4:00 pm on November 24, 2020 with six proposals received. Proposals were opened on November 30, 2021 and the evaluation committee met on December 3, 2020 to formulate a recommendation to award the design contract to Pond & Company. On January 11, 2021 the BOCC approved the ranking of the proposals and authorized negotiations with Pond & Company.
Negotiations were conducted on February 25, 2021 and March 12, 2021, and Contract Management is coordinating the contract agreement, which will be brought to the BOCC for consideration at an upcoming meeting.
Supplemental Agreement #2, CM2656-A1, extending the expiration date from June 30, 2021 to June 30, 2022 is attached for the BOCC’s consideration.
