Item Title:American Beach Water and Sewer District Annual Financial Report

Background:

The State of Florida Special District Accountability Program outlines a set of requirements that must be complied with in order to maintain a special district in "active" status.  On  8/24/2020, Ordinance 2020-26 was adopted, thereby creating the American Beach Water and Sewer District, which is subject to the Special District Accountability Program.

Each district in the program is required to post the annual financial report and related audit information on its website by 6/30.  During FY 2020 there was no financial activity specific to the district, which exempts the district from the audit requirement of the program, but the report is still required to be signed and posted.  Electronic signature is required for both the County's Chief Financial Officer (the Clerk of Courts) and the BOCC Chairman.  The Office of Management and Budget is requesting authorization to sign electronically on behalf of the Chairman via the online reporting portal.

Request:
Approve and authorize the OMB Director to sign the Annual Financial Report for the American Beach Water and Sewer District electronically on behalf of the BOCC Chairman.  
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
Compliance with the Special District Accountability Program is required to keep the district in "active" status.  This will allow the County to leverage funding from the State Revolving Fund program, FDEP grants, and other potential external sources to offset costs related to the design and construction of water and sewer infrastructure in the American Beach Water and Sewer District.
Action Requested and Recommendation:
Approve and authorize the OMB Director to sign the Annual Financial Report for the American Beach Water and Sewer District electronically on behalf of the BOCC Chairman and for the Deputy Clerk to sign on behalf of the Clerk of Courts.
