Item Title:Set a Workshop to Discuss Concepts Proposed in the Implementing Legislation for the Park, Recreation, and Open Space Systems Master Plan (PROSMP) as Adopted via Resolution 2021-011 on January 25, 2021

Background:

At the January 25, 2021 meeting, the Board of County Commissioners approved Resolution 2021-011 adopting the Parks, Recreation, and Open Space Systems Master Plan (PROSMP). Resolution 2021-011 required staff to appear before the BOCC with legislation to implement the PROSMP within 180 days of adoption. The Department of Planning & Economic Opportunity has been working with Dr. David Barth (Barth Associates LLC), Frances Marino (Femme by Design LLC)  & Heather Encinosa (Nabors, Giblin, and Nickerson, PA) to create the required legislation. PEO staff is requesting a workshop to review the proposed concepts in the legislation with the BOCC and allow an opportunity for public input. Given the PROSMP and the Mobility Plan will be of interest to similarly situated citizens, community groups, and non-residential actors in the local arena, staff suggests the PROSMP implementation workshop to be scheduled immediately following the Mobility Plan workshop set for July 19th at 4:30 pm.

Request:
Consider setting a Workshop on July 19th, immediately following the Mobility Plan Workshop, for an interactive discussion with Department of Planning & Economic Opportunity staff, outside counsel Heather Encinosa, Dr. David Barth and Frances Marino to review the concepts proposed in the draft legislation to implement the Parks, Recreation, and Open Space Systems Master Plan adopted via Resolution 2021-011 on January 25, 2021.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Implementation of the PROSMP will improve quality of life and quality of place by ensuring that a first-class recreation and open space system is provided for current and future residents. Higher quality-of-life/quality-of-place standards is one of the Florida Chamber's Six Pillars of Florida's Future Economy that support regional and global competitiveness, prosperity and high wage jobs, and vibrant and resilient communities.

 

Action Requested and Recommendation:
Consider setting a Workshop on July 19th, immediately following the Mobility Plan Workshop, for an interactive discussion with Department of Planning & Economic Opportunity staff, outside counsel Heather Encinosa, Dr. David Barth and Frances Marino to review the concepts proposed in the draft legislation to implement the Parks, Recreation, and Open Space Systems Master Plan adopted via Resolution 2021-011 on January 25, 2021.
