In 2017 the Board of County Commissioners approved a Small County Road Assistance Program (SCRAP) agreement with the Florida Department of Transportation (FDOT) for Resurfacing/Reconstruction of South 14th Street from Sadler Road to Amelia Island. The Board also approved Peters & Yaffee, Inc. to perform the Engineering Services design work for this project. The resurfacing/reconstruction was completed and the County accepted the project in September 2019.
The design for this project included guardrails, drainage and erosion control. On the east side of 14th Street at Mystic Lane guardrails were placed to shield a 24” cross drain that has a drop-off hazard within the roadway clear zone.
Pedestrians in the area are crossing S. 14th Street and jumping the guardrail to get to the sidewalk. A property owner on Mystic Lane has asked for the guardrail to be removed, allowing access to the sidewalk.
Engineering Services tasked Peters & Yaffee, Inc. with reviewing the site and providing recommendations. The technical memorandum from Peters & Yaffee is provided outlining options that may be available to allow safe access from Mystic Lane, across 14thStreet to the sidewalk. |
