Item Title:CPA21-002 Recreation Plan-Based Amendments (Transmittal)

Background:

The Parks, Recreation, and Open Space Master Plan (PROSMP) was adopted on January 25, 2021. It provides an inventory of the County parks system; guidelines for the size, timing and phasing of parks in the County; review criteria and ranking priorities for land acquisition; identifies potential funding sources and programs for implementation; and a long-range capital improvements plan for future parks and recreation facilities. This amendment will aid in the implementation of this Plan by updating the Comprehensive Plan as follows:

  •  Amend the Recreation and Open Space Element to revise definitions of park types, revise level-of-service (LOS) standards for specified park facilities,  and provide design and access standards for neighborhood/local and regional parks including using park prototypes as guiding documents.
  • Amend the Future Land Use Element to move certain recreation level-of-service standards into the Recreation and Open Space Element.
  • Amend the Stormwater Sub-Element to integrate stormwater features into neighborhood parks.

 

In order for the State reviewing agencies to accept and review this amendment, it must be transmitted with the County proposed Property Rights Element (required by HB59, effective July 1, 2021). This element will be presented to the Board for transmittal on August 23, 2021. Staff requests a continuance of this item to that date.

Request:
Consider for transmittal to State agencies for review CPA21-002, an amendment to the 2030 Nassau County Comprehensive Plan; amending the Recreation And Open Space Element Policy ROS.01.03, to revise parks definitions; amending policy ROS.01.04, to revise adopted level of service standards; amending and renumbering policy FL.01.05 to Policy FL.01.06; adding a new policy ROS.01.05, to establish minimum design requirements for a regional park; adding a new Policy ROS.01.07 to establish minimum design standard requirements for a local/neighborhood park; amending the Future Land Use Element Policies FL.01.02, and FL.02.05,  to relocate park level of service requirements for the William Burgess Mixed Use Activity Center Overlay District to Recreation And Open Space Policy ROS.01.06; adding new Public Facilities (Stormwater Management Sub-element) Policy STM.01.06, to encourage joint use of stormwater treatment facilities and local parks;  providing for transmittal; providing for severability; and providing an effective date. (Staff requests a continuance of this item to the August 23, 2021 meeting).
