Item Title:CM3014-WA01, Florida Governmental Utility American Beach Water Main Improvement Project

Background:

On August 24, 2020, the Board of County Commissioners (BOCC), established the American Beach Water and Sewer District by Ordinance No. 2020-26.  The American Beach Water and Sewer District purpose is to construct, own, operate, lease and maintain water and sewer systems in the unincorporated area of the county within the boundaries of the District. 

 

The American Beach Water and Sewer District (the District) is the best means of establishing the constructing, leasing, operating and managing assets of water and sewer systems within the District.  The District and the Nassau County Board of County Commissioners have contracted with the Florida Governmental Utility Authority to carry out all professional engineering and capital project administration services during the design and bidding phases of the improvement project via interlocal agreement CM3014.

 

This request is for the District to approve CM3014 WA01 for the capital project administration and engineering services related to the design portion of the water main improvement project.

 

Funding for this project is coming from NAU capital reserves, to be reimbursed through State Revolving Fund Loan proceeds, special assessments and any other available sources.

Request:
Approve and authorize the Chairman to sign Contract No. CM3014-WA01, with Florida Governmental Utility Authority, in the amount of $178,421.05 for the capital project administration and engineering services related to the design portion of the water main improvement project.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

This project will provide reliable fire protection and a more sustainable source of drinking water and wastewater disposal.  The financial burden to the County and residents of American Beach can be greatly reduced by being awarded these grants from FDEP.

Action Requested and Recommendation:
