On November 13, 2019, two proposals (NC19-022) were received for Engineering Design Services for Safety Improvements to CR 108 from Bay Road to Middle Road. The proposals were opened on November 14, 2019. The evaluation committee met on December 6, 2019 to formulate a recommendation. The consensus of the committee was to recommend the top ranked firm Pond & Company with concurrence from Florida Department of Transportation (FDOT). On February 24, 2020 the Board approved the evaluation committee’s ranking and authorized negotiations with Pond & Company.
On September 28, 2020 the County Engineer reported to the Commissioners that FHWA notified FDOT and Engineering Services that two items were not included in the request for proposals. The proposals in response to the RFP (NC19-022) for Design Services of CR 108 Safety Improvements from Bay Road to Middle Road were rejected by the Board, and staff was authorized to revise the RFP and re-advertise for the design services.
On October 21, 2020 after revising the RFP based on FHWA and FDOT recommendations , the RFP was re-advertised (NC20-024) for design services with proposals being due by 4:00 pm on November 24, 2020. In response to the RFP six proposals were received and opened on November 30th. The Evaluation Committee met on December 3, 2020 to formulate a recommendation. The concensus of the committee was to recommend the top ranked firm Pond & Company and the Board authorized negotiations with Pond & Company.
Final Negotiations with Pond & Company were held on March 12, 2021. The contract package was sent to FDOT for review, and concurrence from FDOT to proceed with the contract execution was received on July 28, 2021. The County Attorney has reviewed the contract as submitted.
