Item Title:Pavement Management Plan

Background:

In September 2020, the County contracted with Roadbotics to provide unbiased roadway conditions of all paved roadways currently maintained by Nassau County. The County has approximately 437 miles of paved roadways to maintain, and the number of miles will increase as new roads are constructed.  The expected useful life of a paved roadway is 15-20 years, which can be extended to 20-25 years with preventative maintenance techniques.  The Pavement Management Plan developed by staff uses a 22 year cycle for ranking, prioritizing, and budgeting purposes and factors in traffic volumes, deterioration due to the mix design, traffic patterns and environmental conditions.

 

The Ranking and Prioritization of the roadways begins on page 4 of the Pavement Management Plan and is expected to require a minimum of $3,900,000 (in 2021 dollars) annually, which will allow an estimated 18-20 miles of roadway to be resurfaced each year.  Staff recommend that the Pavement Management Plan be reviewed and revised every three years and any additional roads be added to the plan as needed.  Based upon the updates, the priority or ranking of roads may be adjusted to reflect updated road conditions.

Request:
Adopt the Pavement Management Plan as presented, and allocate $3,900,000 (in 2021 dollars) annually in an effort to increase the useful life of Nassau County roadways and ensure a safe, sustainable and effective mobility system.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The Pavement Management Plan creates a proactive approach to routine maintenance of roadways.  The cost of the plan is in the approved CIP and actual year to year costs may fluctuate based on cost of materials and value of the US dollar.
