Item Title:PUD21-001 Three Rivers (Tributary) Modification

Background:

The Three Rivers Development of Regional Impact (DRI) was approved in 2006. The entire development was re-zoned as a Planned Unit Development (PUD) that same year (Ordinance 2006-68). It is to be developed in two phases with a maximum development program of 3,200 residential dwelling units; 500,000 square feet of retail space 250,000 square feet of industrial space; 50,000 square feet of office space; and 300 dry boat storage slips.

 

The first Final Development Plan (Phase 1A) was approved in 2019 and construction of this phase is currently under way. The development is being marketed under the name “Tributary”.

 

This proposed change to the Three Rivers PUD Development Order would officially re-name this PUD as “Tributary”; amend the Preliminary Development Plan re-allocating and moving the locations of Commercial, Industrial and Neighborhood Commercial development within the development; amend the Land Use Summary and Phasing table, amend the Permissible Uses table, amend the Community Development Standards; add a new Section 5.9- Boat / Watercraft / Recreational Vehicle Storage to the PUD Conditions; and amend the Environmental Quality Standards re: determination of wetlands and upland buffers.

 

This amendment to the PUD is to be considered in conjunction with NOPC21-002, an application (Notice of Proposed Change) to amend the development order for the previously approved Three Rivers development of Regional Impact (DRI).

 

Due to the applicant's inability to attend the August 3 Planning & Zoning Board meeting, the applicants requested a continuance of this item to the August 17, 2021 meeting of the Planning and Zoning Board, necessitating a continuance of this item from August 9 to the August 23, 2021 meeting.

Request:

Consider PUD21-001, a modification to the previously approved Planned Unit Development (PUD) known as Three Rivers (aka Tributary) (Ordinance 2006-68, Ordinance 2019-03), filed by Three Rivers Developers, LLC, Owners; and Prosser, Inc., and Emily Pierce, Rogers Towers, P.A., Agents. District 5

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

The Three Rivers Development of Regional Impact (DRI) and Planned Unit Development (PUD) zoning was originally approved in 2006. The public improvements to be provided by this development include a community park (currently under construction), a public school site (dedicated to the School Board), a fire station (to be constructed off-site) and a proportionate-share payment of over $3.5 million for transportation improvements in Phase 2 of construction as determined by the County or FDOT.

Action Requested and Recommendation:
