The Parks, Recreation and Open Space Master Plan (PROSMP) was adopted on January 25, 2021. The PROSMP was developed over a two-year period and includes an analysis of existing conditions, a comprehensive needs assessment, a long-range vision, and the development of a phased implementation strategy.
Part of the implementation strategy includes an update to Chapter 34 of the Code of Ordinances, Comprehensive Impact Fee Ordinance.
The attached ordinance will amend this Chapter to implement the PROSMP and the companion comprehensive plan text amendments to:
1. amend the definitions of Community, County, Neighborhood, and Regional Park;
2. emphasize that park impact fees must be proportional to the demand created by development;
3. specify that park impact fees may be used for park design and studies, park infrastructure, and interest/bond payments for parks; and
4. clarify the separation of park land donation/credit and park impact fees. |
