Item Title:Consideration of a "Land Swap" with the Nassau County School Board
Date:1/10/2022
Department:Engineering Services
Background:

The Board of  County Commissioners and the Nassau County School Board held joint meetings in January and June of 2021.  The County expressed the need for Right of Way acquisition of approximately eight (8) acres needed to complete the William Burgess Blvd. Extension project.  The eight acres is owned by the School District and is located south of Yulee High School and Yulee Middle School.

The School Board has expressed the need for land in District 2 within the Nassauville area to build a new school to serve additional students.  The County owns a 12.248 acre parcel near the Hatton Road/Amelia Concourse area within Nassauville that has been identified as a strategically placed school site.

Appraisals of the School District’s parcel and the County’s parcel have been completed.  The 12.248 acre parcel owned by the County was appraised at $373,500, and the eight acre parcel owned by the School Board was appraised for $340,000. Subject to Florida Statute 125.37, staff recommends that the Board of County Commissioners and the School Board approve their respective staff to perform a “land swap” in order to complete each project on behalf of Nassau County citizens.

Due to file size, appraisal reports are incapable of attaching. The appraisal reports are available upon request to the Engineering Services Department.

Request:
Authorize County staff to move forward with the proposed “land swap” of eight acres owned by the School Board near the Yulee Middle/High Schools and County owned property of 12.248 acres in the Nassauville area near Amelia Concourse, subject to School Board approval.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

The County has budgeted right of way acquisition within the William Burgess Extension approved CIP project.  The proposed land swap is beneficial to the citizens of Nassau County, and allows for the future site of a new school and an alternative transportation route to SR 200.
