Item Title:Authorize Negotiations with AE Engineering for CEI Services on CR 108 from Middle to US 17 (NC21-032)

Background:

Four proposals for Construction Engineering Inspection (CEI) were received on January 12, 2022 in response to RFQ (NC21-032) for the CR108 Safety Improvements from Middle Road to US 17.  The proposals were opened on January 13, 2022.  The evaluation committee met on January 31, 2022 for the purpose of scoring and ranking the proposals for the CEI Services for the project.  Each firm was evaluated by the individual evaluation committee member and then collectively scored and ranked by the full committee.  AE Engineering was the highest-ranking firm, and it is recommended the Board of County Commissioners approve staff to negotiate a contract with AE Engineering for the CEI Services for CR 108 Safety Improvements from Middle Road to US 17.

Request:

Approve the evaluation committee’s final ranking of the proposals for Construction Engineering Inspection for the Safety Improvements to CR 108 from Middle Road to US 17 and authorize staff to enter into negotiations with the top ranked firm, AE Engineering, and bring back to the Board for approval and execution.

Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
CEI costs for this project will be reimbursed through an agreement with FDOT.  The improvements to this portion of CR 108 will improve the overall safety of Nassau County residents.

Funding Source:
Staff will return to the Board of County Commissioners to request approval of a negotiated contract.  The project budget code will be established using FDOT grant money for the Safety Improvements on CR 108 from Middle Road to US 17.
