Background:

On August 24, 2020, the Board of County Commissioners (BOCC), established the American Beach Water and Sewer District by Ordinance No.2020-26. The American Beach Water and Sewer District purpose is to construct water and sewer systems in the unincorporated area of the county within the boundaries of the District.

 

The American Beach Water and Sewer District is the best means of constructing and maintaining assets of water and sewer systems within the District. Nassau County BOCC has contracted with the Florida Governmental Utility Authority to carry out all professional engineering and capital project administration services during the design, bidding and construction phases of the improvement project.

 

Contract No. CM3014, a tri-party Interlocal Agreement between Nassau County, the American Beach Water and Sewer District and the Florida Governmental Utility Authority for Water and Wastewater Utility Capital Project Services and related Grant/Loan Administration and Special Assessment Services was approved on June 2, 2021.

 

CM3014-WA07 is for the Engineering, Capital Project Administration and Inspection Services during the construction phase of the American Beach Water and Sewer project. 

Request:
Approve and authorize the Chairman to sign Contract No. CM3014-WA07 with the Florida Governmental Utility Authority for the American Beach Water and Sewer District Water Main Improvement Project - Water, in the amount of $571,185.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
This project will provide reliable fire protection and a more sustainable source of drinking water and wastewater disposal.  This project is funded through grants, forgivable loans, through special assessments and dedication of all legally available non ad-valorem funds.
Action Requested and Recommendation:
Approve and authorize the Chairman to sign Contract No. CM3014-WA07 with the Florida Governmental Utility Authority for the American Beach Water and Sewer District Water Main Improvement Project - Water, in the amount of $571,185.
