Item Title:CM3192 TSI Disaster Recovery, LLC for Derelict Vessel Removal

Background:

Florida Statute 327.02 and 823.11 determine what constitutes as a derelict vessel and lists the Florida Wildlife Commission (FWC) as the Commission/Regulatory Agency for determining derelict vessels.  Nassau County has been working with FWC on several cases of abandoned vessels located in waterways of Nassau County. 

 

An Invitation to Bid (ITB) NC22-015 was released on April 5, 2022 for the removal of four (4) vessels that had been identified and declared as derelict by the FWC and have authorized Nassau County to remove and destroy these vessels.

On May 4, 2022 three (3) bids were received in response to NC22-015.

  • TSI Disaster Recovery, LLC - $77,500
  • Salonen Marine Inc. - $99,000
  • Zulu Marine & Aerial - No bid included

 

Facilities Maintenance staff recommends the bid be awarded to the lowest, most responsible bidder, TSI Disaster Recovery, LLC in the amount of $77,500.00

Request:
Consider the following: 1) Award Invitation to Bid (ITB) NC22-015 for Derelict Vessel Removal to TSI Disaster Recovery, LLC in the amount of $77,500; 2) Approve and authorize the Chairman to sign Contract No. CM3192 with TSI Disaster Recovery, LLC for the removal of four (4) derelict vessels.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

It is in the best interest and safety of citizens for the County to abide by the regulations and direction of FWC as derelict vessels can become safety hazards to the public.  Funds for removal and destruction of derelict vessels is provided through the Florida Boating Improvement Program where revenue is collected by the Tax Collector through registration fees and is distributed to the BOCC on a quarterly basis.

Action Requested and Recommendation:

Consider the following: 1) Award Invitation to Bid (ITB) NC22-015 for Derelict Vessel Removal to TSI Disaster Recovery, LLC in the amount of $77,500; 2) Approve and authorize the Chairman to sign Contract No. CM3192 with TSI Disaster Recovery, LLC for the removal of four (4) derelict vessels.
