On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law and established the Coronavirus State and Local Fiscal Recovery Funds (SLFRF). The County has been allocated $17.2 million of SLFRF to respond to the economic and public health impacts and received the first disbursement of $8.6 million in May 2021. The Treasury’s final guidance was effective on April 1, 2022. The County Commissioners approved the Nassau County Prosperity Plan outlining critical success factors and general guidelines for implementation of ARPA funding.
Procurement issued a Request for Proposal (RFP) for American Rescue Plan Program Administration. Nine (9) proposals were received and one (1) no response notification. The evaluation committee comprised of representatives from the Office of Management and Budget, Engineering, and Finance met on May 16, 2022 and Grant Thornton Public Sector LLC was the highest ranked firm.
On June 13, 2022, the Board of County Commissioners authorized staff to negotiate with Grant Thornton Public Sector, LLC.
On July 1, 2022, a negotiation team comprised of representatives from the County Manager’s office, Procurement Department, and Office of Management and Budget Department met with Grant Thornton Public Sector LLC and reached successful negotiations for a total not to exceed amount of $500,000 over a five-year contract period based on firm-fixed hourly rates for services performed. Funding for Contract No. CM3209, will be paid solely with SLFRF funds and not ad valorem tax dollars.
It is recommended that the Board award and execute a contract, CM3209, to Grant Thornton Public Sector, LLC for American Rescue Plan Program Administration for the not to exceed amount of $500,000 over a five-year contract period based on firm-fixed hourly rates for services performed. The funding for these services will be provided through the SLFRF funds received. |
