Item Title:Set Public Hearing for Ordinance Regarding Use of County Funds

Background:

Nassau County often hosts events including, but not limited to: groundbreaking ceremonies, ribbon cuttings, planning charrettes, strategic planning session, open houses, community engagement events, special events, employee training events, and more. Staff respectfully requests the Board to consider an Ordinance which would allow for purchase of certain refreshments to serve to the employees, public and/or volunteers at said events. Previously, these purchases have been done at the expense of County staff. However, Florida Statutes Section 125.01(1)(w), authorizes the Board of County Commissioners to perform any act not inconsistent with law, which is in the common interest of the people of Nassau County.

 

The attached draft Ordinance provides examples of the types of expenditures to be allowed, as well as a restrictions/guidance on what types of purchases can be made, all of which would require pre-approval by the County Manager as allowed per the terms established by the Board.

 

This request was previously approved by the Board on July 11, 2022, however, the Public Hearing date was incorrectly listed as August 11, 2022 which is not a valid BOCC meeting.  Staff recommends setting a public hearing to consider this Ordinance on August 29, 2022.

Request:
Consider request to set a Public Hearing for consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, creating Chapter 1, Article 1. - In General, Section 1-3 - Expenditure of funds for County sponsored events; allowing for the valid and proper purpose for expenditure of County funds; establishing criteria; providing for severability; and providing for an effective date. Staff recommends August 29, 2022.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

Approving this Ordinance will enhance relationships with the community and create a welcoming atmosphere for those attending County sponsored events and show the Board's appreciation to volunteers and employees working at County sponsored events.

 

If approved, the Ordinance would be adopted into the Code of Ordinances. The Board will annually, as part of the budget process, establish line items in the budget, to be used in accordance with Section 2 of the Ordinance
