Item Title:Approve a Resolution Authorizing Execution of Supplemental Agreement #1 (CM2792-A1) to FDOT LAP Agreement for the Safety Improvements on CR 108 from Middle Road to US Highway 17

Background:

In March 2020 the Board of County Commissioners entered into a Local Agency Program (LAP) Agreement with Florida Department of Transportation (FDOT) in the amount of $3,197,768.00 for the construction of safety improvements on CR 108 from Middle Road to US Highway 17.  The project was scheduled to be completed by December 31, 2022.

 

 Construction bids were solicited in the fall of 2020 with two proposals being submitted for consideration.  The FHWA found discrepancies within the invitation to bid packet, and the Board voted to reject the bids that were received.  The bid package was corrected and in June 2021 three proposals were received in response to the solicitation.  Due to delays in the contract being written and unprecedented inflation, the contractors were not able to honor their construction bids.  A third solicitation has been advertised. 

 

The Community Services/Capital Improvement Group requested additional time to complete the project, and FDOT has agreed to extend the contract (FDOT Contract #G1K70) to June 30, 2023.

Request:
Approve the Resolution authorizing the Chairman to execute Supplemental Agreement #1, Contract No. CM2792-A1, to the LAP agreement between the State of Florida Department of Transportation, and the Board of County Commissioners, extending the contract time from December 31, 2022 until June 30, 2023.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
The roadway construction will improve the safety of the roadway for citizens and reduce the costs to the Road Department’s repairs and maintenance budget.  Costs for future repairs and maintenance will be a consideration in the Pavement Management plan.
Action Requested and Recommendation:
Approve the Resolution authorizing the Chairman to execute Supplemental Agreement #1, Contract No. CM2792-A1, to the LAP agreement between the State of Florida Department of Transportation, and the Board of County Commissioners, extending the contract time from December 31, 2022 until June 30, 2023.
