Background:

An Invitation to Bid for Total Leachate Management - West Nassau Landfill, ITB22-031 was posted on June 23, 2022, with bids due August 3, 2022.  Two bids were received with Delta Pioneer Inc. being the lowest, most responsive and responsible bidder at $0.1240 per gallon.

Contract No. CM3224, with Delta Pioneer Inc., provides for the transportation and disposal of leachate generated at the West Nassau Landfill from October 1, 2022 - September 30, 2025 at a cost of approximately $450,000 per calendar year.  Exact costs will vary based on the amount of leachate removed.

Request:
Approve and authorize the Chairman to sign an agreement with Delta Pioneer Inc., Contract No. CM3224, for Total Leachate Removal at the West Nassau Landfill.
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
FDEP requires leachate removal for all landfills including a 30-year requirement for all closed landfills.  Funds for leachate removal will be included in future budget requests as needed.
Action Requested and Recommendation:
Approve and authorize the Chairman to sign an agreement with Delta Pioneer Inc., Contract No. CM3224, for Total Leachate Removal at the West Nassau Landfill.
