| | | | | | | | Background: | Permit requirements for three approved Capital Improvement Projects require the purchase of Federal and State Mitigation Credits to minimize impacts to wetlands. Three Rivers Timber, LLC has ten State credits available for purchase within Basin Three which the County can use to meet the State mitigation permitting requirements for the Westside Regional Park, William Burgess Extension, and Pages Dairy-Chester Road Intersection projects.
The credits and the cost of the credits will be split as follows:
Westside Regional Park – 4.925 credits $615,625
William Burgess Extension – 3.12 credits $390,000
Pages Dairy-Chester Road Intersection – 1.955 credits $244,375
| Request: | Consider the following: 1) Approve and authorize the Chairman to sign the State Mitigation Credit Purchase Agreement, Contract No. CM3239, with Three Rivers Timber, LLC for the purchase of 10 Mitigation Credits for a total purchase price of $1,250,000; 2) Authorize the Chairman to sign the check request payable to Three Rivers Timber, LLC in the amount of $1,250,000, and issue the check after the fully executed agreement has been received from Three Rivers Timber. | Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens: | Mitigation Credits are in high demand and very little inventory exists. As development in Nassau County continues to encroach wetlands the supply of decreases, and the County’s opportunity to complete pending projects diminishes. | Action Requested and Recommendation: | Consider the following: 1) Approve and authorize the Chairman to sign the State Mitigation Credit Purchase Agreement, Contract No. CM3239, with Three Rivers Timber, LLC for the purchase of 10 Mitigation Credits for a total purchase price of $1,250,000; 2) Authorize the Chairman to sign the check request payable to Three Rivers Timber, LLC in the amount of $1,250,000, and issue the check after the fully executed agreement has been received from Three Rivers Timber.
