| | | | | | | | | Background: | Permit requirements for three approved Capital Improvement Projects require the purchase of Federal and State Mitigation Credits to minimize impacts to wetlands. Longleaf Mitigation Development Co, LLC has ten Federal credits available for purchase within Basin Three which the County can use to meet the Federal mitigation permitting requirements for the Westside Regional Park, William Burgess Extension, and Pages Dairy-Chester Road Intersection projects.
The credits and the cost of the credits will be split as follows:
Westside Regional Park – 4.925 credits $172,375
William Burgess Extension – 3.12 credits $109,200
Pages Dairy-Chester Road Intersection – 1.955 credits $68,425
| | Request: | | Consider the following: 1) Approve the Federal Reservation & Sales Agreement with Longleaf Mitigation Development Company, LLC for the purchase of 10 Mitigation Credits for a total purchase price of $350,000 and authorize the Chairman to sign the agreement; 2) Authorize the Chairman to sign the check request payable to Longleaf Mitigation Development Co, LLC in the amount of $350,000 to be issued upon receiving the fully executed agreement from Longleaf Mitigation Development Company. | | Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens: | | Mitigation Credits are in high demand and very little inventory exists.
