Item Title:County Manager Annual Review

Background:

The Employment Contract between Taco E. Pope and Nassau County was unanimously approved by the Board of County Commissioners on September 16, 2021.  Section 2 (C), states "the individual members of the Board shall annually review and evaluate the County Manager's performance."  One-on-one interviews between County Manager Pope and individual Commissioners were held and written Evaluations have been completed and submitted to Human Resources. 

 

The Employment Contract with County Manager Pope contains provisions for salary increases as follows:

  • Section 2(C) - At the discretion of the Board, the County Manager may receive a performance increase to his base salary consistent with Section 8.02 of the Nassau County Employee Policies and Procedures Manual.
  • Section 2(D) - The County Manager's salary may, at the discretion of the Board, be increased at the same time and by an amount equal to any Cost of Living Adjustment (COLA) or across-the-board pay increase given to the general (non-union) employees of the Board consistent with Section 8.01 of the County's Employee Policies and Procedures Manual.
  • Section 2(E) - At any other time, the Board may agree to increase the salary and/or other benefits received by the County Manager in such amounts and to such extent as the Board may determine to be desirable in its sole discretion.

 

 Options for salary increases based on evaluations:

  1. No increase
  2. COLA and/or Performance Increase
  3. Any other salary increase and/or benefits as determined by the BOCC
Request:
Annual Employment Evaluation for Nassau County Manager, Taco E. Pope: Review evaluation requirements, processes, pay increase options, review of scores and consideration of an increase to the County Manager's salary according to Section 2 (C), (D), and (E) of the Employment Contract.

Performance and COLA increases have been included in the 2022-2023 County Manager budget, but are subject to approval of the BOCC prior to implementation.
