Item Title:2023 Concours d'Elegance

Background:

The Amelia Island Concours d'Elegance will be held this year from March 3-6. The County Manager's Office received a letter dated January 5, 2022 from the Amelia Island Concours d'Elegance requesting the following:

  1. The use of one half of Peter's Point from 6:00am, Monday, February 27, 2023 through Wednesday, March 1, 2023 at 11:59am.
  2. The use of all of Peter's Point (with exception of the handicapped spots) from 12:01pm, Wednesday, March 1, 2023, through Monday, March 6, 2023 at 11:59am. As in prior years, this will provide parking for show car transport vehicles and create access to the show field for show cars that are not street legal. Additionally, as in past years, the access road to the beach would remain open to the public and handicapped spaces would still be available to the public. The Concours would provide the necessary temporary barriers to ensure that traffic flows smoothly onto the beach.
  3. The use of Scott Road Beach Access parking area from 8:00am, Thursday, March 2, 2023, through Sunday, March 5, 2023, at 8:00pm. This would be used by Media and Vendors and we would have a CSC Security guard manning it. We will keep 15 spaces open and available for the public used as well as the access road to the beach.
  4. The approval for the Amelia Island Concours to install, on County property, a temporary six-foot, chain-link fence. This will extend from the drive entering The Ritz Carlton, east of the sidewalk on A1A around to the Summer Beach pool and on to the Carlton Dunes wall in Peter's Point. This will prevent unauthorized access to the show field.

 

Per Ordinance 2020-31, "Truck tractors utilized for the Concours d' Elegance may be allowed, outside the hours, pursuant to a permit issued by the county manager's office."  The Concours d'Elegance will provide the necessary Hold Harmless Agreement and the Certificate of Liability Insurance.  By allowing the Amelia Island Concours d'Elegance to use the requested parking areas and construct a temporary fence in the specified locations, citizens will have reduced and/or limited access to public areas typically available for use.

 

No monetary payment has been offered for the utilization of the community's beach accesses nor for any wear or impact to the park infrastructure due to heavy trucks using the the facility.

 

Note: Should the Board approve their request to utilize Peters Point for their event, staff offers the following suggestions which would be consistent with recent requests to utilize the beachfront parks:

  1.  Allow use of Peters Point, however mandate that the first row of parking spaces in the southeast corner remain open. This contains all handicapped accessible parking spaces, plus approximately 15 regular parking spaces.  Attached are aerial photos depicting the areas that staff suggests leaving open for the general public.
  2. The access to Peters Point from A1A/Fletcher shall remain open to the general public.
  3. Beach driving and parking access shall remain open and free of any obstructions to visitors.  Event personnel shall not install barricades or any other devices which could deter the public from entering Peters Point for beach parking/driving access.
Request:
Consider the following: 1) Discussion of the request to use Peter's Point and Scott Road Beach Access parking areas by the Amelia Island Concours d'Elegance; 2) Consider request to install a temporary, six-foot chain-link fence at Peter's Point to prevent unauthorized access to the show field.  Staff recommends approval with the following conditions: 1) Allow use of Peters Point, however mandate that the first row of parking spaces in the southeast corner remain open. Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:

By allowing the Amelia Island Concours d'Elegance to use the requested parking areas and construct a temporary fence in the specified locations, citizens will have reduced and/or limited access to public areas typically available for use.

Action Requested and Recommendation:
