Item Title:PEMT Compliance and Filing, CM3263, Piggyback Contract beween Palm Beach County and Public Consulting Group, LLC

Background:

The Public Emergency Medical Transportation (PEMT) Supplemental Reimbursement Program allows public entities to obtain a federal match to their costs for providing ambulance transports to fee-for-service Medicaid recipients. Fire Rescue needs to secure a vendor/vendors to assist the Department with the PEMT program compliance.  Entering into the agreement, Contract No. CM3263, with Public Consulting Group, LLC (piggyback on Palm Beach County Contract #19-020-SS) allows Nassau County to contract with a qualified vendor to ensure compliance in the PEMT program and pursue this reimbursement opportunity.

 

Contract No. 3263 is of no direct cost to Nassau County as the funding is derived from no more than 6% of the revenues received as a result of PEMT payment.  Participation in the PEMT program is anticipated to generate approximately $115,000 of revenue.

Request:
Consider the following: 1) Approve and authorize the Chairman to sign Contract No. CM3263 with Public Consulting Group, LLC., piggybacking Palm Beach County Contract No. 19-020-SS, for Public Emergency Medical Transportation Supplemental Reimbursement Program compliance and reimbursement; 2) Approve Fire Rescue's participation in the Public Emergency Medical Transportation (PEMT) supplemental Reimbursement Program administered by the Florida Agency for Health Care Administration and authorize the County Manager, or his designee, to execute the annual Integrated Disclosure and Medicaid Cost Report required for such reimbursement. 
Financial/Economic Impact to Future Years Budgeting Process or Effect on Citizens:
Funding is not required for this action as there is no cost to Nassau County. The total amount paid to Public Consulting Group, LLC shall not exceed 6% of the revenues received (approximately $115,000 revenues) as a result of PEMT payment. Failure to comply with PEMT program requirements would result in the loss of potential revenue from the PEMT program.
