ADJOURN AS THE BOARD OF COUNTY COMMISSIONERS AND CONVENE AS THE SAISS MSBU GOVERNING BOARD (BY MOTION)
E.Consider the following: 1) Approve the Local Funding Request for FY 2023-2024; 2) Authorize the County Manager to sign the local government funding request in form substantially like the attached Application and Supporting Documents; and 3) Adopt the attached resolution in support of the South Amelia Shore Stabilization Project and agrees to continuing serving as sponsor of the project and to provide the cost-share through the South Amelia Island Shore Stabilization Municipal Service Benefit Unit.
F.The Municipal Service Benefit Unit would like to have approval to prepay $80,552.33 from remaining grant reimbursements.

G.Presentation of the FY 2022-2023 tentative budget; set tentative millage rates and date/time of first and final public hearings (staff requests Monday, September 12, 2022, at 6:00 p.m. and Monday, September 26, 2022 at 6:00p.m.); authorize OMB to electronically submit the DR-420's.  
H.Consider a recommendation for Local Option Fuel Tax Distribution Percentages for use of only one (1) set of distribution percentages based on the historical transportation expenditures for all 3 ordinances per the attachment (as updated).
I.Approve and authorize Chairman to sign Financial Action Forms for Use of Impact Fees for Station 71 and Westside Regional Park Development.
J.Approve and authorize the Chairman to sign a Resolution adopting the updated Nassau County Safety Policy. 
K.

Approve and authorize the Chairman to sign the resolution establishing a 25 mph speed limit on Pirates Bluff Road in Yulee and authorize staff to post the 25 mph speed limit signs on Pirates Bluff Road.

L.Approve NAU Wastewater and Nassau County Stormwater reports and authorize staff to submit on behalf of the County.
M.Approve and authorize the Chairman to sign a letter of intent prior to July 28, 2022 to Ten-8 Fire Equipment Inc. to reserve for future fiscal years, the option to purchase three (3) Braun Chief XL Ambulances on Ford F550 4x2 gas chassis per cost as set in the attached Proposal #57772-2.
N.Approve and authorize the Chairman to sign Contract No. CM3209, to Grant Thornton Public Sector, LLC for the American Rescue Plan Administration, in a not-to-exceed amount of $500,000, and associated budget transfer.  Funding for the contract should be paid from the State and Local Fiscal Recovery Funds (SLFRF).
O.Approve and authorize the Chairman to sign Contract No. CM1494-A2 with the Florida Division of Forestry for forest and wildlands fire protection in Nassau County (342,510 acres) in the annual amount of $23,975.70.
P.Amending Resolution 2019-153 Public Records Policy for Nassau County, Florida; Amending  Definitions; Amending Designation of the Public Records Custodian; and Providing an Effective Date. 
Q.Consider request to set a Public Hearing for consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, creating Chapter 1, Article 1. - In General, Section 1-3 - Expenditure of funds for County sponsored events; allowing for the valid and proper purpose for expenditure of County funds; establishing criteria; providing for severability; and providing for an effective date. Staff recommends August 29, 2022.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
R.Consider CPA22-003, an amendment to the Future Land Use Map (FLUM) of approximately 1.71 acres, located on the northeast corner of SR 200 and Cessna Drive, from Industrial (IND) to Commercial (COM). Application filed by Nassau Baptist Temple, Owner and Rogers Towers P.A. and H & T Consultants, Agents. District 3.
S.Consider LDC22-006, an Ordinance amending Article 16 of the Land Development Code, Commercial, General: CG; specifically, to amend Section 16.01, Permitted Uses and Structures, to delete travel trailer parks and campgrounds from the list of permitted uses; amending Article 17 of the Land Development Code, Commercial, Intensive: CI; specifically, to amend Section 17.01, Permitted Uses and Structures, to delete the reference to travel trailer parks and campgrounds from the list of permitted uses and structures; providing for findings; providing for severability; and providing an effective date.
T.Consideration of a Resolution of the Board of County Commissioners of Nassau County, Florida abandoning a portion of Right-of-Way located on Marian Drive.
U.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, creating Chapter 7, Article XII, Nassau County Facilities Naming; setting forth policies and procedures for naming and/or renaming of County Facilities; providing for intent; providing for scope; providing for definitions; providing for criteria; providing for application requirements; providing for exemptions; providing for severability; and providing for an effective date.
