B.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, honoring Carlton Keith Kirkland on his retirement after 35 years of service with the Nassau County Property Appraiser's Office.
C.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, proclaiming the month of October 2022 as "Nassau Habitat for Humanity" Month.

Tax Collector's Business - Consider request for a $549,118 advance of Tax Collector commissions, to be earned during collection of the 2022 tax roll, as required by F.S. 192.102, and to be repaid to the Board of County Commissioners in December 2022.

G.Approve and authorize Finance Package 2022-19 and associated Resolutions.

H.Approve and authorize the Chairman to sign Contract No. CM3048-A1, the Loan Agreement Between the Nassau County Board of County Commissioners and the American Beach Water and Sewer District extending the contract period to June 30, 2024.

J.Consider setting a Workshop for a presentation and discussion of the American Rescue Plan Act, and amended Prosperity Plan with Staff and Program Administrator, Grant Thornton.  Staff recommends October 10, 2022 at 4:00pm.
K.Consider request of Amelia Baptist Church to use up to 75 parking spaces at Peters Point Park on December 2-4, 2022 from 3:00PM-9:00PM for parking and shuttling.
L.Approve and Authorize the Chairman to sign Amendment No. 1 to the Agreement with Gallagher, Contract No. CM3066 for Risk Management Services for the period of October 1, 2022 thru September 30, 2024, in the amount of $115,000 annually.
M.Approve and authorize the Chairman to sign the Collective Bargaining Agreement with Nassau County's Fire-Rescue Professionals Local Union #3101, Contract No. CM3231.
N.Approve and authorize the Chairman to sign the FY 2022-2023 Insurance Renewal Certification.  
O.Approve a Resolution of the Board of County Commissioners approving the list of priority  projects and eligible projects to be considered for acquisition through the Conservation Lands Acquisition and Management program and directing staff to contract with a third party to assist with the acquisition of conservation properties and the creation and administration of management plans for acquired properties.
P.Approve and authorize the Chairman to sign an agreement with Delta Pioneer Inc., Contract No. CM3224, for Total Leachate Removal at the West Nassau Landfill.
Q.Approve and authorize the Chairman to sign Work Authorization #30, CM2685-WA30, with S2L, Inc. in the amount of $188,930.92 for the operation, monitoring, maintenance, and reporting of the Landfill Gas (LFG) Collection and Control System (CCS or LFGCCS) at the West Nassau Landfill.
R.Approve and authorize the Chairman to sign the State of Florida Emergency Management Performance Grant Agreement, Contract No. CM3232, and associated attachments, in the amount of $65,609.
S.Approve the SHIP Annual Report for 2018-2019, authorize the Chairman to sign the Annual Report Certification and authorize staff to submit the report electronically.
T.Approve a Resolution revising the Local Housing Assistance Plans (LHAP) for Fiscal Years 2021-2022, 2022-2023, and 2023-2024 to increase the rehabilitation maximum award from $85,000 to $125,000 and allow staff to submit to Florida Housing for review and approval.
U.Approve and authorize the Chairman to sign the Derelict Vessel Grant Agreement Amendment 1, Contract No. CM3222-A1, with the Florida Fish and Wildlife Conservation Commission.
V.Approve and authorize the Chairman to sign the Temporary Access Agreement with JEA, Contract No. CM3238, for temporary access to Parcel ID 42-2N-27-0000-0001-0120.
W.Authorize Chairman to sign Financial Action Forms for Use of Impact Fees for Callahan Ballpark Improvements, West Side Regional Development, Nassau Crossing Community Park Development, Public Safety Training Complex, and Courtroom Expansion.
X.Approve and authorize the Chairman to sign Contract No. CM3235, with the State of Florida Department of Health for the operation of the Nassau County Department of Health for Contract Year 2022-2023.
Y.Consider a Resolution authorizing the use of Tourist Development Tax funds to engage with certain Professional Service providers to execute destination marketing related services in FY2023.
Z.Consider a Resolution authorizing the use of Tourist Development Tax dollars to engage or sponsor, Fernandina Dojo, LLC to host and execute the Seaside Karate Classic in the amount of $4,750.
AA.Discuss/consider the County's legislative priorities to be submitted to the Northeast Florida Regional Council for the 2023 Legislative Session.
APPOINTMENTS
AB.Appoint Patricia Kirshling as the Yulee representative on the Nassau County Library Advisory Board.
AC.Appoint Paul Lore and Bill Cochran to serve as Nassau County representatives on the St. Marys River Water Management Committee replacing Dean Woehrle and Keith Tindall.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
AD.Public hearing to consider adoption of the FY 2022/2023 millage rates and budget; approve a Resolution adopting the Five-Year Capital Improvement Plan for FY 2022/2023-2026/2027, as amended, providing an effective date; approve a Resolution Updating the Financial Policies for the Board of County Commissioners, providing an effective date.
AE.Consider adoption of CPA22-005, an amendment to the Future Land Use Map (FLUM) of approximately 0.91 acres, located on the north side of SR 200, between Nessler Drive and Westberry Lane, from Commercial (COM) to Agriculture (AGR). Application filed by Betty Nessler, Owner. District 4.

AG.Consider R22-008, the rezoning of approximately 16.84 acres, located on the north and south sides of SR 200, between Gussie Lane and Westberry Lane, from Commercial General (CG) to Open Rural (OR).
