A.4:00 Workshop re: CPA21-010, an Amendment to the 2030 Nassau County Comprehensive Plan; Amending the Future Transportation Map Series (FTMS), and CPA21-009, an Amendment to the 2030 Nassau County Comprehensive Plan; Amending the Future Land Use Map (FLUM) Series Map FLUMS-1, FLUMS-6, East Nassau Community Planning Area; Master Land Use Plan.

EXPANSION ITEMS DELETIONS TO AGENDA
CONSENT ITEMS – If any board member wishes to move a Consent Item to New Business, please do so now. Does any member of the public want to speak on a Consent Item?
D.Approval of the final plat for The Stables at Cary Forest, filed by CC Ford Investments, LLC, owner, Greg Matovina, agent for owner, to divide 30 acres into 17 single-family home sites fronting on Ford Road and varying in size from one acre to just over three acres.  The subdivision is zoned Open Rural with a future land use of Agriculture.
E.Approve a Resolution of the Board of County Commissioners expressing support for the Northeast Florida Fair Association's Agriculture Education and Promotion Facility Request for Funding; and acknowledging the Fair Association's benefit to Nassau County; and authorize the Chairman to sign a letter of support for the same.
F.Sheriff's Business - Authorize use of $2,000 from the Crime Prevention Trust Fund to be donated to the Big Brothers/Big Sisters of Nassau County for the mentoring of youth from traditionally underserved communities with domestic troubles. Funding Source: 01031521-549036 CRMPV.

G.Approve and authorize the Chairman to sign the Public School Concurrency Proportionate Share Mitigation Agreement for the proposed Sandy Oaks development, Contract No. CM3205, between the Nassau County Board of County Commissioners, the Nassau County School District, Belles River Project LLC and Sugar Pointe Land & Timber LLC.
H.Approve and authorize the Chairman to sign Amendment 1 to Public School Concurrency Proportionate Share Mitigation Agreement for the proposed Sandy Bluff development, Contract No. CM3022-A1, between the Nassau County Board of County Commissioners, the Nassau County School District and Sandy Bluff Development Inc.
I.Approve the release of retainage to Anderson Columbia in the amount of $412,489.12 for the construction completion of Crawford Road Phase 2 from Old Alabama Trail to the newly paved portion of Crawford Road, Contract No. CM2935.
J.Consider the following: 1) Approve a Resolution accepting the improvements outlined within the Bill of Sale for Utility Improvements for Avenida Amelia Subdivision and the maintenance of the utilities and associated equipment; 2) Accept the Utility Easement for repairs and maintenance within Avenida Amelia.
K.Approve and authorize the Chairman to sign Contract No. CM3203 with Governmentjobs.com, Inc. (dba "NEOGOV") for Human Resources process improvements in the total amount of $107,982.60 (3 year contract).
L.Approve and authorize the Chairman to sign CM2786-WA17 for fire hydrants and gate valve replacement in the NAU Distribution System in the amount of $64,503.18.
M.Approve and authorize the Chairman to sign CM2786-WA18 for water main replacement within the NAU distribution system on Sea Marsh Road in the amount of $72,605.28.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
N.Consider for transmittal to state agencies for review, CPA21-009, an amendment to the 2030 Nassau County Comprehensive Plan; amending the Future Land Use Map Series Map FLUMS-1, 2030 Future Land Use Map; amending the Future Land Use Map Series Map FLUMS-6, the East Nassau Community Planning Area: Master Land Use Plan; providing for transmittal; providing for severability; and providing an effective date. Application filed by Wes Hinton, Raydient Places and Properties, Owner and Lindsay Haga, England-Thims & Miller, Agent. District 3. (This item has been withdrawn from consideration.)
O.Consider for transmittal to state agencies for review, CPA21-010, an amendment to the 2030 Nassau County Comprehensive Plan; amending the Goals, Objectives, and Policies of the Transportation Element; amending the Future Transportation Map Series; providing for transmittal; providing for severability; and providing an effective date.  District 3.  (This item has been withdrawn from consideration.)
P.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, creating Chapter 1, Article 1. - In General, Section 1-3 - Expenditure of funds for County sponsored events; allowing for the valid and proper purpose for expenditure of County funds; establishing criteria; providing for severability; and providing for an effective date.
PUBLIC HEARINGS – The following matters under consideration are Quasi Judicial matters, and the Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
Q.Consider FD21-005, the Final Development Plan for Phase 6 of the Woodbridge PUD; allowing a maximum of 133 single-family detached residential units. Application filed by Woodbridge Nassau, LLC, Owner; and McCranie & Associates, Inc., Agent. District 2. (Continued from May 9 2022 meeting)
R.Consider R22-002, the rezoning of approximately 0.18 acres, located on the north side of Lewis Street, between Waldron Street and Ocean Boulevard, from Commercial General – American Beach (CG-AB) to Residential Single Family – American Beach (RS-2AB). Application filed by Richard and Deborah Ann Cannington, Owner. District 2.
