A.Approve a Resolution proclaiming the month of April 2023 as Sexual Assault Awareness Month in Nassau County, Florida.

C.

Approval of the final plat for Amelia National Phases 1C Segment 3 & 1E, filed by Amelia National Enterprises, LLC, owner, and Jon Bowan, agent, to divide 80.82 acres into 134 residential lots. The property is zoned PUD Amelia National with a Future Land Use of Medium Density. 

D.

Approve and authorize the Chairman to sign Contract No. CM3340, with Kenworth of Jacksonville, Inc., a Piggyback Agreement with the Florida Sheriff's Association Cooperative Purchasing Program, for a T880 Series Conventional Tractor, in the amount of $167,729.

E.Approve and authorize the Chairman to sign Contract No. CM3347, with Duval Asphalt Products, Inc., for delivery of Cold Plant Mix Asphalt, in an amount not to exceed $200,000.
F.Approve and Authorize the Chairman to Execute Continuing Services Contract CM3335 with AE Engineering, Inc. for Construction Engineering Inspection Services
G.Approve and authorize the Chairman to execute Contract No. CM3357, with Kimley-Horn and Associates, Inc. for design and engineering services of CR 121 from Duval County to CR 119 in the amount of $830,160.76.  
H.Authorize the Chairman to sign a letter authorizing First Coast Crime Stoppers, Inc., to act as an agent and apply to the Attorney General for grant funds for Nassau County.
ADJOURN AS THE BOARD OF COUNTY COMMISISONERS AND CONVENE AS THE AMERICAN BEACH WATER AND SEWER DISTRICT
I.Consider the reappointment of Ruth Waters to the American Beach Water and Sewer District Advisory Board, to a term beginning April 1, 2023 through March 31, 2025.
ADJOURN AS THE AMERICAN BEACH WATER & SEWER DISTRICT AND CONVENE AS THE BOARD OF COUNTY COMMISSIONERS.
ADJOURN AS THE BOARD OF COUNTY COMMISSIONERS AND CONVENE AS THE SAISS MSBU GOVERNING BOARD (BY MOTION)
J.Approve and authorize Chairman to sign Contract No. CM3339-WA2, with Olsen Associates, Inc., in the amount of $144,850 for beach and sound survey and coastal engineering analyses.
K.Request approval of a prepayment of all future unpaid assessments of the SAISS Capital Assessment by a property owner, for Parcel ID 00-00-30-0546-0008-0000, and to apply the funds to the loan, and release the lien on the paid parcel.

L.Consider the following: 1) Approve a Resolution adopting the Thomas Creek Implementation Plan; 2) Authorize staff to continue pursuing the dredging permit, apply for FEMA map update, and pursue clearing the vegetative growth near US-1.
M.Approve and authorize the Chairman to sign the ACH request for the Release of Funds to Town of Callahan: $4.5M for Construction of Water Plant at Crawford Diamond 
LEGISLATIVE PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi-Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
N.Consider CPA22-010, an amendment to the Future Land Use Map (FLUM) of approximately 0.48 acres, on the east side of Drury Road, between Sadler Road and Nickelson Avenue, from Commercial (COM) to Medium Density Residential (MDR). Application filed by D & H Homes LLC, Owner and Planning Department/Teresa Prince, Agents. District 1.
O.Consider an Ordinance Amending Chapter 18 1/2, Retail Sale of Dogs, Cats and Rabbits
P.Consider an Ordinance Amending Chapter 18 1/2, Article VI, Mobile Food Vending
