A.Approve a Proclamation recognizing Nassau County Council on Aging on their 50th Anniversary.

B.Community Planning Collaborative re: American Beach Neighborhood Planning

C.Approve Finance Package 2024-6 and associated Resolutions
D.Approval for the final plat for Wildlight Del Webb Phase 3, filed by Pulte Home Company LLC, owner, David Williams, agent for owner, to construct 290 residential lots, ranging in size from approximately 4,550 square feet to 21,175 square feet on 132.54 acres within the East Nassau Community Planning Area (ENCPA).
E.Approval of the final plat for Garden Crossing, filed by Blackrock Road Investors, LLC, owner, and Nick Gillette, agent, to divide approximately 5 acres into 3 single family lots.
F.Approval of the final plat for Blackrock Cove Phase 1, filed by VPAMH Blackrock Cove LB, LLC, owner, and Gillette and Associates Inc., agent, to divide approximately 53 acres into 158 single family and townhomes.
G.Approve and authorize the Chairman to sign Amendment 3 to the Public School Concurrency Proportionate Share Mitigation Agreement for the proposed Liberty Cove development, Contract No. CM2934-A3, between the Nassau County Board of County Commissioners, the Nassau County School District and Cook Family Harverstick LLC, Cook Family Vanzant, LLC, JMC Nassau County Properties, LLC, Harvester Florida, LLC, and Liberty Cove Nassau, LLC. 
H.Approve and authorize the Chairman to sign Contract No. CM3583, with Terracon Consultants, Inc., for a Continuing Contract for Geotechnical and Material Testing Engineering Services not to exceed $2,000,000 for a three-year term.
I.Reject all bids received in response to Invitation to Bid NC23-040R for Stormwater Lift Station Services.
J.Consider the following: 1) Approve the evaluation committee's selection in response to Request for Proposal NC23-28R, for Nassau Crossing Field Sod and Irrigation Installation Services, with Florida Carter Corporation; 2) Approve and authorize the Chairman to sign Contract No. CM3594 with Florida Carter Corporation for the  Nassau Crossing Soccer Field Sod and Irrigation Installation Services, in the amount of $305,700.
K.Consider the following: 1) Award Invitation to Bid NC23-055 to Kelly Klean, LLC for Mowing, Landscape Maintenance, and Other Related Services; 2) Approve and authorize the Chairman to sign Contract No. CM3601 with Kelly Klean, LLC for Mowing, Landscape Maintenance, and Other Related Services in the amount of $166,525 annually.
L.Authorize the Chairman to sign Contract No. CM3611 with Anser Advisory Consulting, LLC, for Administration Services related to the State Housing Initiatives Partnership (SHIP) Program, and authorize the County Manager to execute all change orders.
M.Approve and authorize the Chairman to sign Contract No. CM3015-WA03 with Asphalt Paving Systems, Inc. for FY2024 Double Chip Seal Projects, in the amount of $484,967.11.
N.Approve and authorize the Chairman to sign Contract No. CM3597 with TRP Construction, LLC, and Contract No. CM3593 with P&P Striping, LLC, for pavement markings services, with each contract in an amount not to exceed $300,000.
O.

Approve and authorize the Chairman to sign the Resolution authorizing the execution of the Suntrail Agreement Contract No. CM3607, with Florida Department of Transportation, for the Construction and CEI of the Amelia Island Parkway Trail from SR A1A (8th Street) to Bailey Road.

P.Approve and authorize the Chairman to sign the Resolution authorizing the execution of the LAP Agreement Contract No CM3608 with Florida Department of Transportation (FDOT) for the construction and CEI of the Amelia Island Parkway Trail from Bailey Road to 14th Street
Q.Consider a Resolution establishing a 35 MPH Speed Limit on Sauls Road and authorize Staff to install speed limit signs.
R.Consider the following: 1) Award Invitation to Bid NC23-050 to Tim-Prep, Inc. to Furnish and Deliver Road Base Materials – Crushed Concrete and Asphalt Millings; 2)  Authorize the Chairman to sign Contract No. CM3595 with Tim-Prep, Inc. to Furnish and Deliver Road Base Materials – Crushed Concrete and Asphalt Millings in an amount not to exceed $900,000 per year for the initial contract term with four (4) 1-year renewal options also not to exceed $900,000 per year.
S.Consider the following: 1) Award Invitation to Bid NC23-051 to Tim-Prep, Inc., for the Delivery of Road Fill/Stabilizing materials; 2) Authorize the Chairman to sign Contract No. CM3596 with Tim-Prep, Inc. to  Furnish and Deliver Road Fill/Stabilizing materials in an amount not to exceed $310,000 per year for the initial contract term with four (4) 1-year renewal options also not to exceed $310,000 per year.
T.Approve and authorize the Chairman to sign Contract No. CM3603, a Drawdown Easement Agreement with JEA for the William Burgess Extension project.
U.Approve and authorize the Chairman to sign Contract No. CM2811-A2 with Beach Raker, LLC in the amount of $324,000 for beach cleaning services at the County and City of Fernandina Beach beaches.
V.Approve and authorize the Chairman to sign Contract No. CM3609, with Silver Ships, Inc., for the purchase of an AM800 Enclosed Center Console Vessel, and authorize the County Manager to execute any change orders as needed.
W.Approve and authorize the Chairman to sign a Resolution Supporting the Florida Department of Health EMS County Grant, and the Request for Grant Fund Distribution of $6,482.13 to purchase Doppler vascular probes.
X.Consider the following: 1) Approve a Resolution authorizing the use of Tourist Development Tax dollars to sponsor Train Strongman, LLC; 2) Approve and authorize the Chairman to sign Contract No. CM3612, a Sponsorship Agreement with Train Strongman, LLC in the amount of $12,000.
Y.Consider the Recommendation for Reappointment of Dr. B. Robert Pietak for District Four Medical Examiner as requested by the State of Florida Medical Examiners Commission and authorize the Chairman to complete the Reappointment Ballot Form.
Z.Consider the following: 1) Discussion of the request to use Peter's Point and Scott Road Beach Access parking areas by the Amelia Island Concours d'Elegance; 2) Consider request to install a temporary, six-foot chain-link fence at Peter's Point to prevent unauthorized access to the show field.  Staff recommends approval with the following conditions: 1) Allow use of Peters Point, however mandate that the first row of parking spaces in the southeast corner remain open. This contains all handicapped accessible parking spaces, plus approximately 15 regular parking spaces; 2) The access to Peters Point from A1A/Fletcher shall remain open to the general public; 3) Beach driving and parking access shall remain open and free of any obstructions to visitors, and event personnel shall not install barricades or any other devices which could deter the public from entering Peters Point for beach parking/driving access.
AA.Approve and authorize the Chairman to sign a Temporary Closing of State Road Permit for the Concours d'Elegance on February 29 - March 3, 2024.
AB.Consider request from Omni Amelia Island to use Burney Park on Wednesday, February 28th - Friday, March 1, 2024 for overflow parking and shuttle service for the Gooding & Company auction being held in conjunction with the 2024 Amelia Island Concours d'Elegance subject to conditions requested by staff.
AC.Sheriff's Business - Authorize the use of $20,000 from the Law Enforcement Trust Fund to replenish investigative funds for the Narcotics Unit.

AD.Consider and Approve the Agreement for Traffic Control on Private Roads Between Pinewood Pointe Homeowners Association, Inc., Nassau County and the Nassau County Sheriff's Office
AE.Consider a Resolution, rescinding Resolution 2019-109 pertaining to the Statutorily mandated Nassau County Affordable Housing Advisory Committee.
AF.Consider the appointment of Joseph Zimmerman as the District 3 Representative on the Conditional Use and Variance Board to a term effective February 12, 2024 through October 31, 2025.
QUASI-JUDICIAL PUBLIC HEARINGS – The following matters under consideration are Quasi-Judicial matters, and the Quasi-Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
AG.Consider R23-006, the rezoning of approximately 3.08 acres, located on the west side of US-1, between Andrews Road and Davis Road, from Open Rural (OR) to Commercial, General (CG). Application filed by 553519 US 1 Trust, Owner, and Gillette and Associates, Inc., Agent. District 4.
AH.Consider R23-010, the rezoning of approximately 2.67 acres, located on the east side of Russell Road between Lawrence Lane and West Carter Lane, from Residential Single Family (RS-2) to Industrial, Warehouse (IW). Application filed by John C. O'Neal Jr (deceased), Owner, Deborah Watson, Personal Representative, and Janet Ruis, Agent. District 1.
QUASI-JUDICIAL PUBLIC HEARINGS - APPEAL PROCEDURES - The following matters under consideration are Quasi-Judicial matters, and the Quasi-Judicial Appeal Procedures will be utilized. County Attorney to read the procedures.
AI.Consider Appeal of Application, CU2023-017 challenging a decision of the Conditional Use and Variance Board's (CUVB) denial of conditional use permit as stated above. The Board of County Commissioners, after hearing, may reverse, affirm, or modify the order denying the conditional use permit to the applicant.
