D.Approve and authorize the Chairman to sign the Public School Concurrency Proportionate Share Mitigation Agreement for the proposed Amelia Marsh, Contract No. CM3647, between the Nassau County Board of County Commissioners, the Nassau County School District and Bordan Development, LLC.

Approve and Authorize the Chairman to sign Amendment No. 1 to the Agreement with the Florida Department of Environmental Protection, Contract No. CM3476; Florida Resilient Grant Implementation Plan 23FRP08

F.Approve and authorize the Chairman to sign the Public School Concurrency Proportionate Share Mitigation Agreement for the proposed Northgate PUD development, Contract No. CM3648, between the Nassau County Board of County Commissioners, the Nassau County School District and, and Northgate of Nassau, LLC. 
G.Approve and authorize the Chairman to sign Amended Contract No. CM3324-A1, with Liberty Trucking LLC, to provide limerock material for the County's Pavement Management Plan, in a not-to-exceed amount of $4,000,000 (approximately $200,000 annually).
H.Approve and authorize the Chairman to sign the Work Authorization #CM3359-WA03 with Hubbard Construction Company, for Pavement Management Plan Asphalt and Striping Services, in the amount of $4,543,669.93.
I.Approve and Authorize the Chairman to sign Contract No. CM3465, an agreement with Matovina & Company, for the William Burgess and Harts Road Roundabout.
J.Approve and authorize the Chairman to sign Contract No. CM3631, Temporary Access and Construction Easement Agreement with Patriot Ridge, LLP, for the construction of a roundabout at the intersection of Harts Road and William Burgess Boulevard as part of the William Burgess Project.
K.Construction Board of Adjustments and Appeals - Advertise for Applicants 
L.Approve and authorize the Chairman to execute the Settlement Agreement and Mutual Release between the Board of County Commissioners of Nassau County, Florida and Palmetto Certified Arborist & Landscape Design, LLC, d/b/a Gage Tree Care for damage to the roadway near 940240 Old Nassauville Road, Fernandina Beach, Florida 32034.
M.Approve and authorize the Chairman to sign the African-American Historical and Cultural Grant Agreement Amendment with the Florida Department of State, for Evan's Rendezvous Infrastructure Repairs, to extend the deadline to December 31, 2024.

N.Approve and authorize the Chairman to sign the State Revolving Fund Loan Agreement Amendments, Contract No. CM3147-A2 (FDEP Project No. DW450511), and Contract No. CM3148-A2 (FDEP Project No. WW450501) with the Florida Department of Environmental Protection for the American Beach Water and Sewer conversion project.

LEGISLATIVE PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi-Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
R.Consider an Ordinance amending Chapter 20 1/2-Planning and Development, Article VI - Development Districts, Section 20 1/2-168(b)(8) - Exhibit A, Boundaries of District Ordinance 2021-10 which established the Liberty Cove Community Development District, Specifically Section 3, in order to amend the external boundaries of the Liberty Cove Community Development District, pursuant to Chapter 190, Florida Statutes (2023).
S.Consider CPA23-013, an amendment to the Future Land Use Map (FLUM) of approximately 5.88-acres, on the south side of Lamar Avenue with frontage on the west side of US 1, from Medium Density Residential (MDR) and Commercial (COM) to Commercial (COM). Application filed by Howard T. Hall, Owner. District 5.
T.Consider LDC24-001, an Ordinance of the Board of County Commissioners of Nassau County, Florida amending Ordinance No. 97-19, as amended, known as the Nassau County Land Development Code; Revising Article 43-William Burgess Mixed-Use Activity Center Overlay District to phase in the applicability of the District requirements for the property within the Overlay District located between the railroad and US 17 from the Duval County line to the northern boundary of Unit 3, Block 2 of the Yulee Farms Subdivision recorded in Plat Book 3, Page 24; Revising the William Burgess Context and Connectivity Blueprint; Providing for codification; Providing for conflicting provisions; Providing for severability; And Providing for an effecting date. (Second Hearing to Consider Adoption)
