A.Approve a Resolution of the Board of County Commissioners proclaiming May 2017 as Mental Health First Aid Month in Nassau County, Florida.
B.Approve a Resolution of the Board of County Commissioners proclaiming the week of May 7-13, 2017, as National Travel & Tourism Week in Nassau County, Florida.
C.Approve a Resolution of the Board of County Commissioners proclaiming May 10, 2017 as World Lupus Day in Nassau County, Florida.

D.Mike Hays, Transportation Director for the Nassau County Council on Aging, and Scott Herring, Public Works Director for Nassau County re: the Transit Committee's findings related to public transportation.
CONSENT ITEM(S)
E.Set public hearing date to consider an Ordinance amending Ordinance No. 2012-32, as amended, which established the Economic Development Grant Program; specifically amending Section 4, Procedures for Application.
F.Approve and authorize the Chairman to sign Amendment No. to the contract with Hayward Construction Group, Inc.,  Contract No. CM2309-A1, providing for Phase 8 to be added to the scope of work for the Thomas Creek Restoration Project. Funding Source: St Johns River Water Management District and Rural Economic Development Initiative (REDI) Community & Innovative Projects Cost-Share Funding Program.
G.Approve and authorize the Chairman to sign Amendment No. 1 to Agreement between Nassau County and Nassau Habitat for Humanity, Inc., Contract Number CM2413, for an extension to September 30, 2018 for the completion of construction on Parcel No. 00-00-31-1800-0062-0012. 
H.Approve Finance Package 2017-13 and associated Resolutions.
I.Approve Finance Package 2017-14 and associated Resolutions.

Discussion of an Ordinance amending Ordinance No. 2004-58, as amended, known as the Animal Control Ordinance; specifically amending Section 12, Investigation and Enforcement; Section 13, Interference with Authorities; and Section 14, Animal Care and Animal Cruelty.


K.Discussion of members for the Affordable Housing Committee (to be discussed following the public hearing for the Ordinance establishing the Committee - Tab O). 
NEW BUSINESS
L.Approve and authorize the Chairman to sign an Interlocal Agreement with the the City of Fernandina Beach, Contract No. CM2421, to address the issuance of building permits for the Crane Island Planned Unit Development.
APPOINTMENTS
M.Consider appointment of the Planning & Economic Opportunity Director, or his designee, to serve on the Regional Transit Coordinating Committee.
PUBLIC HEARINGS - The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following:
N.

Approve NOPC17-001, a Resolution constituting the nineteenth (19th) amendment to the Development Order for the Summer Beach Development of Regional Impact (DRI); specifically amending the Development Order to a previously approved Development of Regional Impact pursuant a Notification of a Proposed Change (NOPC) filed by Artisan Homes, LLC, and dated March 3, 2017; providing for Development of Single-Family detached residential units on Parcel N-1; finding that this change does not constitute  a substantial deviation fro the originally approved DRI Development Order, as amended; providing an effective date. (The Enclave at Summer Beach).

O.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 97-10, as amended, Specifically Amending Section IV, SHIP Program Administration; and providing for an effective date
