Sheriff's Business-Approve and authorize the Chairman to sign the Equitable Sharing Agreement and Certification, Contract No. CM2504, as required by the Department of Justice for receipt of grant funds.

D.Approve and authorize the Chairman to sign the agreement between Ocean Village at Summer Beach Community Association, Nassau County, Florida, and the Nassau County Sheriff's Office, Contract No. CM2490, for traffic control on private roads.
E.Approve and authorize the Chairman to sign an extension to the Service Agreement with Motorola Services, Contract No. CM2032-A1, for network monitoring, technical support, technician dispatch, and security update services for the 800mhz public safety radio system.($779,552.40)  Funding Source: 01252525-546020 MCOMM.
F.Approve and authorize the Chairman to sign Amendment 1 to the Service Agreement with Motorola Solutions, Contract No. CM2319-A1, for annual preventative maintenance of the 800mhz public safety radio system. ($553,814.76) Funding Source: 01252525-546020 MCOMM.
G.Award the following bids and authorize the Chairman to sign associated agreements: 1) Bid No. NC17-022 with Unifirst Corporation, Contract No. CM2465, for Uniform Shirt Rental; 2) Bid No. NC17-023 with Gulf Atlantic Culvert Company, Inc., Contract No. CM2470, for Metal Culvert; and 3) Bid No. NC17-025 with Hubbard Construction Company, Contract No. CM2473, for Asphalt Services. Funding Source(s): 03404541-549061 and 01073519-549061 (Uniform Rentals), and 03404541-553010 (Materials).
H.Approve a Resolution accepting encroachment of drainage easement agreements related to the Chester Corner Commercial Project; and authorize the Chairman to sign Indemnity Agreements with 681 St. Clair, LLC and Cedar Crossing Enterprises, Inc.
 
I.Approve and authorize the Chairman to sign Work Authorization CM2452-WA01 in the amount of $87,991.51 for GAI Consultants to provide Miscellaneous Engineering Services for Nassau Amelia Utilities Lift Stations 10 and 29 Rehabilitation projects. Funding Source: 71500535-563551 LSSS.

For recording purposes only, consider the final plat for Villages of Woodbridge - Phase III, filed by Woodbridge Nassau, LLC, owner, and McCranie & Associates, Inc., agent for owner, to construct one hundred and thirteen, (113) single family lots on approximately 44.05 acres. Property is zoned as Planned Unit Development (PUD) and is located off Woodbridge Parkway, at the terminus of Woodbridge Parkway, Fernandina Beach area. Staff recommends approval.

Approve and authorize the Chairman to sign the following Funding Agreements for FY 2017-2018: 1) Nassau County Council on Aging, Contract No. CM2480, in the amount of $243,000; and 2) Starting Point Behavioral Healthcare, Contract No. CM2488, in the amount of $233,233.

L.Approve and authorize the Chairman to sign the Cooperative Agreement with the City of Jacksonville, Contract No. CM2491, for Medical Examiner Services and Reimbursement. Funding Source: 01271527-531000.
M.Approve and authorize the Chairman to sign Amendment No. 1 to the agreement with Rollins Snelling Beach Services, LLC, Contract No. CM2398-A1, for Beach and Park Cleaning Services. Funding Source(s): 01075572-534104 and 37525539-534102.
N.Approve Finance Package 2017-24 and associated Resolutions.
O.Approve Finance Package 2018-01 and associated Resolutions.

Q.Cancel the December 25, 2017 Board of County Commissioners meeting due to offices being closed for the holiday.

S.Consider whether the Board desires to own the public property in Tracts 2 and 12 of Crane Island, Phase I, and if so, to approve the amended language to be incorporated into the second paragraph of the Adoption and Dedication language for the Crane Island, Phase I, plat.
T.Set public hearing for Monday, December 11, 2017 at 6:00 p.m. for consideration of an Ordinance amending Ordinance 2009-09, as amended, known as the Purchasing Policy for Nassau County, Florida; amending Section 9, compliance with 2 Code of Federal Regulations (CFR) part 200.317 through 200.326 Procurement Standards for all Federal Awards extending compliance waiver through September 30, 2018.

Discuss projects recommended by staff to be submitted to the Florida Department of Transpotattion for the Small County Outreach Program (SCOP), Small County Road Assistance Program (SCRAP) and the County Incentive Grant Program (CIGP).

V.Discuss amendment to the 2017 Holiday Schedule as a result of Judge Mahon's August 1st memorandum; and approve the 2018 Holiday Schedule as provided by Judge Mahon and approved by all the Constitutional Officers.

X.Consideration of CPA17-006, an Ordinance of Nassau County, Florida, amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 50.1 acres of real property located in the southwest quadrant of the intersection of SR200/A1A and I-95 along Semper Fi Drive, from Commercial (COM) and Low Density Residential (LDR) to High Density Residential (HDR) and Conservation I (CSV); providing for findings; and providing an effective date. Applicant has requested a continuance to December 11, 2017 at 6:00 p.m.
Y.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, providing for revisions to the Five-Year Schedule of Capital Improvements in the Capital Improvement Element; providing for findings, providing for severability; and providing an effective date.

AA.Consideration of FD17-001, an appeal filed by BWC Land Plummer, LLC, appealing the Planning & Zoning Board's decision to deny modification to the Final Development Plan for the Plummers Creek Planned Unit Development, to allow two additional single-family residential lots to Phase 2C, replacing an area designated previously as a small recreation area that included a small dock and water access to Plummers Creek.
AB.Consider R17-006, filed by JOCO Amelia Company, LLC, Legacy Baptist Church of Nassau County, Inc., owners, and Prosser, Inc., agent for owners, to rezone approximately 52.28 acres from Open Rural (OR) to Planned Unit Development (PUD). Property is located on the north and south sides of Amelia Concourse, west of Old Nassauville Road, between Frank Ward Road and Terra Cotta Lane, Fernandina Beach area. Note: Applicant has requested a continuance to December 11, 2017 at 6:00 p.m.
AC.Consider appeal of application V16-002, related to the decision of the CU&V Board to deny conditional use appeal pursuant to Section 3.05(B)(2) of the Land Development Code associated with the application which sought relief pursuant to Section 9.04(A) and Section 28.03 of the Land Development Code seeking to reduce the minimum lot width from 90 ft. to 73.44 ft.
