RESOLUTION(S)
A.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, honoring and commending Mark H. Delfs on the selection of his photograph for the cover of the 2018 Florida Association of Counties calendar.
CONSTITUTIONAL OFFICER BUSINESS
B.Annual Financial Reports submitted by the Nassau County Constitutional Officers are for informational purposes only; however, 1) consider approving $374,987 of residual equity from Sheriff be placed in a capital reserve fund for the purpose of constructing a public safety training center as outlined in Contract CM2233 and authorize the Chairman to sign associated Resolutions; 2) consider approving $48,285 of residual equity from Supervisor of Elections be placed in the FY17/18 SOE budget for equipment and services requisitioned in FY16/17 but not received or completed by year-end and authorize Chairman to sign associated Resolutions.

C.Approve the Library's Annual Plan of Service, as required for the State Aid to Libraries Grant.
D.

Approve a Resolution supporting the County grant application for funds to be used solely to improve and expand pre-hospital emergency medical care; and authorize the Chairman to sign the Emergency Medical Services (EMS) Grant Application.

 

E.Approve and authorize the Chairman to execute the agreement with Clear View Transformations, Contract No. CM2497, for Misdemeanor Probation Services for the Fourth Judicial Circuit Court.
F.Approve and authorize the Chairman to sign the new Microsoft Enterprise Enrollment and Microsoft Volume Licensing Agreement, Contract No. CM2508, for continued use of Microsoft Office by County staff.
G.Approve Finance Package 2018-04 and associated Resolutions.
H.Approve and authorize the Chairman to sign the Second Amendment to the Donation Agreement for Public Right of Way, related to the Crawford Road Project, Contract No. CM2368-A2.
I.Approve and authorize the Chairman to sign the Temporary Closing of State Road Permit form as required by the Florida Department of Transportation for the MLK Walk on Monday, January 15, 2018.
J.Approve Board Minutes from the Special Sessions held on September 6, September 8, September 13, October 3, and October 16, 2017; the Regular Sessions held on September 18, September 20, September 25, October 9, October 18, and October 23, 2017.

K.Approve the following: 1) a Resolution authorizing the execution of the agreement between the State of Florida Department of Transportation and the Board of County Commissioners of Nassau County, Florida; and 2) authorize the Chairman to sign the Local Agency Program Agreement, Contract No. CM2456, for updating of signage and pavement markings on County Road 108 from Middle Road to US 17.
L.Discuss and approve the Chairman to sign Continuing Authorities Program (CAP) Study Request letter asking for U.S. Army Corps of Engineers to investigate Thomas Creek flooding problems.  
M.Consider changing time for Joint Meeting with the School Board from 6:00 p.m. to 4:30 p.m.; and discuss topics to be included on the agenda for the next Joint Meeting scheduled for Tuesday, January 16, 2018.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
N.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, adopting the William Burgess Vision Book as recommended for approval by the Local Planning Agency; approving the use of the William Burgess District Vision Book in the subsequent implementation phases of the William Burgess Mixed-Use Activity Center Overlay District as adopted in the 2030 Comprehensive Plan; and providing an effective date.  
O.Consideration of CPA17-007, an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending the Future Land Use Map of the Comprehensive Plan; providing for reclassification of approximately 196.79 acres of real property located on the north and south sides of William Burgess Boulevard between Harts Road and U.S. 17, from Industrial (IND) and Conservation I (CSV) to Medium Density Residential (MDR), Commercial (COM) and Conservation I (CSV); amending Future Land Use Element Policy FL.11.08; providing for findings; and providing an effective date.
P.Consideration of CPA17-006, an Ordinance of Nassau County, Florida, amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 50.1 acres of real property located in the southwest quadrant of the intersection of SR200/A1A and I-95 along Semper Fi Drive, from Commercial (COM) and Low Density Residential (LDR) to High Density Residential (HDR) and Conservation I (CSV 1); providing for findings; and providing an effective date. (Note: Applicant has requested continuance to January 22, 2018).
Q.Consider a Resolution electing to use the Uniform Method of Collecting Non-Ad Valorem Special Assessments levied within the incorporated and unincorporated areas of the County; stating a need for such levy; providing for the mailing of this Resolution; and providing an effective date.
R.Consider an Ordinance amending Ordinance No. 2009-09, as amended, known as the Purchasing Policy for Nassau County, Florida; amending Section 9, compliance with 2 Code of Federal Regulations (CFR) part 200.317 through 200.326 Procurement Standards for all Federal Awards extending compliance waiver through September 30, 2018.

S.Consider R17-008, filed CHW, Inc., agent, and CBC National Bank, Donald Plunkett, agent for owner, to rezone approximately 50.1 acres from Open Rural (OR) and Commercial Highway Tourist (CHT) to Planned Unit Development (PUD). Property is located in the southwest quadrant of the intersection of SR200/A1A and I-95, along Semper Fi Drive, Yulee area. (Note: Applicant has requested continuance to January 22, 2018).
T.Consider R17-011, filed by Gregory Matovina, agent, and Beacon Street, LLC, agent for owner, to rezone approximately 196.79 acres from Industrial Warehouse (IW) to Planned Unit Development (PUD), creating a new PUD to be known as "Nassau Crossing". Property is located on the north and south sides of William Burgess Boulevard between Harts Road and U.S. 17, Yulee area. Staff recommends approval.

Consider R17-006, filed by Prosser, Inc, agent, and JOCO Amelia Company, LLC, and Legacy Baptist Church of Nassau County, Inc., owners, rezoning approximately 52.28 acres from Open Rural (OR) to Planned Unit Development (PUD). Property is located on the north and south sides of Amelia Concourse, west of Old Nassauville Road, between Fran Ward Road and Terra Cotta Lane, Fernandina Beach area. (Note: applicant has requested continuance to the February 12, 2018)

V.For recording purposes only, consider PL17-007, for partial vacation in conjunction with the replat of the Enclave at Summer Beach, Revision One, to modify 51 building sites from exclusively multifamily to a mixture of single family and multifamily unites. Properties are located within The Enclave at Summer Beach Development off First Coast Highway, Fernandina Beach area. (Note: Applicant has requested continuance to December 20, 2017).
