A.Billy Stonebreaker, Assistant Facilities Maintenance Director re: monthly status update on Facilities Maintenance and Parks & Recreation activities for October and November 2017.
CONSTITUTIONAL OFFICER BUSINESS
B.Approve the following: 1) Consider request from the Supervisor of Elections to utilize County Facilities for early voting days and election day in 2018; 2) Consider request to utilize the Commission Chambers on dates as specified, thus canceling and/or rescheduling all Board of County Commissioner meetings for that time period; and 3) Authorize the County Manager to notify the Chairman of the other Boards that they will need to cancel their meetings during the specified time period as well.
C.Appoint two County Commissioners to the Canvassing Board, one as a Canvassing Board Member and the other as an Alternate Canvassing Board Member.
CONSENT ITEMS – If any board member wishes to move a Consent Item to New Business, please do so now. Does any member of the public want to speak on a Consent Item?
D.Approve and authorize the Chairman to sign the Federally-Funded Subaward and Grant Agreement from the Department of Homeland Security, Florida Division of Emergency Management, for State Homeland Security Grant funding in the amount of $2,600.
E.Approve and authorize the Chairman to sign Amendment No. 1 to the Piggyback Agreement with Ricoh Americas Corporation for lease and maintenance of copiers, printers, and multi-functional printers.
F.Consider request from the Concours d'Elegance to install a temporary, six-foot, chain-linked fence for the 2018 Concours d'Elegance taking place Thursday, March 8th through Sunday, March 11, 2018.

Continue discussion regarding appointment of a County representative to the Keep Nassau Beautiful Board.


H.For recording purposes only, consider PL17-007, for partial vacation in conjunction with the replat of the Enclave at Summer Beach, Revision One, to modify 51 building sites from exclusively multifamily to a mixture of single family and multifamily unites. Properties are located within The Enclave at Summer Beach Development off First Coast Highway, Fernandina Beach area. (Note: Applicant has requested continuance to December 20, 2017).

I.Approve and authorize the Chairman to sign Work Authorization No. CM2096-WA24 to S2L, Inc., in the amount of $124,998.84, for installation of five landfill gas replacement wells at the West Nassau Landfill. Funding Source: 01362534-546000.

Consider the following: 1) approve and authorize the Chairman to sign Requisition in the amount of $245,600 for Florida Infrastructure, Inc., to provide shoulder repairs on Middle Road South and Griffin Road; and 2) authorize the Road & Bridge Director to issue a Notice to Proceed contingent upon receipt of required bonds and insurance. Funding Source(s): 63470541-563100 MGRR and 63470541-563360 MGRR.


K.Approve the following: 1) award Bid No. NC17-026 to Hager Construction Company in the amount of $306,963 for the Nassau Oaks Improvement Project, Phase One, Outfall Ditch Clearing and Excavation, and authorize the Chairman to sign Contract No. CM2505; 2) award Bid No. NC17-026 to Vallencourt Construction Company, Inc., in the amount of $186,191.25 for the Nassau Oaks Improvement Project, Phase Two, Roadway Upgrade, and authorize the Chairman to sign Contract No. CM2493; and 3) authorize the Road & Bridge Director to issue the Notice to Proceed contingent upon receipt of the required bonds and insurance. Funding Source(s): 03402541-546510 NOOD and 03404541-563100 NORUP.
L.Approve a Resolution setting the time and place for public hearing on the closing, vacating, and abandoning of those certain rights of ways or the renouncing and disclaiming of any right or interest of said Nassau County, Florida, and the public in said rights of way or alleys. (Prince Street). Proposed date and time: January 8, 2018 at 6:00 p.m.
M.Consider acceptance of the Firehouse Subs Public Safety Foundation Grant for one rescue boat and marine rescue items.
