	D.	Approve and authorize the Chairman to Amendment No. 1 to the agreement with Trim All Lawn Services, Inc., Contract No. CM2130-A1, for maintenance of the Amelia Concourse for an additional one (1) year period of August 1, 2017 through July 31, 2018.
	E.	For recording purposes only, consider the final plat for Mills Corner filed by TerraPointe, LLC, owner, and Raydient, Inc., agent for owner, to establish nine (9) single family lots on approximately 36.73 acres. Property is zoned as Open Rural (OR) and designated as Agriculture on the Future Land Use Map (FLUM). Property is located at the corner of Middle Road and Griffin Road, Callahan area.
	F.	Approve and authorize the Chairman to sign Work Authorization No. CM2096-WA22 from S2L, Inc., for Engineering Services Operation, Monitoring, Maintenance, and Reporting of the Landfill Gas Collection and Control System at the West Nassau Landfill. ($176,868.55) Funding Source(s): 01361534-531325 and 01362534-531325.
	G.	Award Bid No. NC17-013 to Water Recovery, LLC, for Total Leachate Management at the West Nassau Landfill; and authorize the Chairman to sign Contract No. CM2445 for the term of October 1, 2017 through September 30, 2019. Funding Source(s): 01362534-531313 and 01362534-531313 CSCSW.
	H.	Approve the Evaluation Committee's final scoring and ranking for Request for Qualifications (RFQs) received for the Continuing Contract for Engineering Services, Bid No. NC17-006; and authorize contract negotiations with the two top ranked firms CPH, Inc., and EltonAlan Inc.
	I.	Approve a Resolution authorizing the execution of the agreement with the Florida Department of Transportation for construction and management of the bike path/trail on Bailey and Simmons Trail from the Sports Complex to Fletcher Avenue; and authorize the Chairman to sign Contract No. CM2455.
	J.	Approve a Resolution authorizing the execution of Supplemental Agreement No. 2 with the Florida Department of Transportation for Small County Outreach Program Funding for the resurfacing and reconstruction of CR 115 Henry Smith Road to Bypass Road; and authorize the Chairman to sign Contract No. CM2386-A1. Funding Source: 63470541-563100 ODHHB.
	K.	Approve and authorize the Chairman to sign the agreement with EltonAlan, Inc., Contract No. CM2448, for Engineering Design/Permitting and Post Design Services for CR 115 Widening and Resurfacing. Funding Source: 63470541-563365 115SB.
	L.	Approve a Resolution amending the adopted Fleet Replacement Program, Resolution No. 2011-149, which established a Fleet Replacement Program for the Board of County Commissioners, providing an effective date of October 1, 2017.
	M.	Approve Finance Package 2017-21 and associated Resolutions.


		ADJOURN AS THE BOARD OF COUNTY COMMISSIONERS AND CONVENE AS THE SAISS MSBU GOVERNING BOARD (BY MOTION)


	N.	Approve and authorize the Chairman to sign Task Order No. CM1852-TO26 for Olsen Associates, Inc., to provide Coastal Engineering Services for FDEP/USACE Permit-Level Design and Application for the South Amelia Island Shore Stabilization Project. Funding Source: 436053539-563802.

		NEW BUSINESS


	O.	Consider acceptance of the Staffing for Adequate Fire & Emergency Response (SAFER) Grant, and authorize Fire Rescue staff to file the necessary acceptance documents online through the Department of Homeland Security website.
	P.	Approve and authorize the Chairman to sign an agreement with the R-A-M Professional Group, Inc., Contract No. CM2453, for Design Criteria Professional Services for the Fire Station 71 Design/Build Project. Funding Source: 68223522-562300-ST71.
	Q.	Discussion of maintenance work on private roads.
	R.	Approve authorize the Chairman to sign Amendment 1 to the agreement with Connelly & Wicker, Inc., Contract No. CM2371-A1, for Design Services for the Pages Dairy/Chester Road Intersection Improvements Project.
	S.	Approve and authorize the Chairman to sign an Interlocal Agreement with the City of Fernandina Beach, Contract No. CM2316, regarding collection of Transportation Mobility Fees for projects within the City limits.
	T.	Authorize payment of $5,009.25 to VyStar Credit Union, pursuant to the Economic Development Grant Incentive Agreement, Contract No. CM2012. Funding Source: 01552552-582000 EG001.
	U.	Consider writing off all Solid Waste MSBU landfill assessments receivable, along with any interest and fees accrued, for special assessments levied from FY1987/1988 through FY2006/2007 (tax years 1987-2006).
	V.	Consideration of a Resolution rescinding Resolution No. 2002-028 which adopted the Nassau County Civility Code governing proceedings before the Nassau County Board of County Commissioners.


		PUBLIC HEARINGS - The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following:


	W.	Continue consideration of Ordinance of the Board of County Commissioners of Nassau County, Florida, establishing an Art in Public Places Program, providing for purpose; providing for definitions; providing for establishing committee roles and responsibilities; providing for ownership and maintenance; providing for severability; and providing for an effective date.
	X.	Continue consideration of an Ordinance amending Ordinance No. 2012-32, as amended, which established the Economic Development Grant Program; specifically amending Section 4, Procedures for Application; providing an effective date.
	Y.	First public hearing for the consideration of an ordinance amending Article 15, Commercial, Neighborhood (CN), Article 15-A, Commercial, Neighborhood-American Beach (CN-AB), Article 16, Commercial, General (CG), Article 16-A, Commercial, General-American Beach (CG-AB), Article 17, Commercial Intensive (CI), Article 26, Commercial, Judicial (CJ), to amend the zoning classifications to include Medical Marijuana Treatment Center Dispensing Facilities as a permitted use, and to provide for distance restrictions, and amending Article 32, Definitions, to include a definition for Medical Marijuana Treatment Center Dispensing Facility. Second public hearing scheduled for Monday, September 11, 2017 at 6:00 p.m.
	Z.	Consideration of CPA17-003, an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending the 2030 Nassau County Comprehensive Plan; amending the Recreation and Open Space, Regional Coordination, Future Land Use, and Capital Improvements Elemenst; amending the Future Land Use Map Series (FLUMS); establishing the William Burgess Mixed Use Activity Center Overlay District; providing for severability; and providing an effective date.
	AA.	Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 97-19, Article 9, Residential Single-Family: RS-1 and RS-2; adding Section 9.07, Special Requirements; allowing for reduced setbacks, increased lot coverage, and increased height in the RS-2 District; amending Ordinance 97-19, Article 28, Amending Section 28.15, Accessory Uses and Structures; and providing an effective date.


		PUBLIC HEARINGS - Quasi Judicial Procedures will be utilized for the following items:


	AB.	Consider appeal of application V16-002, related to the decision of the CU&V Board to deny conditional use appeal pursuant to Section 3.05(B)(2) of the Land Development Code associated with the application which sought relief pursuant to Section 9.04(A) and Section 28.03 of the Land Development Code seeking to reduce the minimum lot width from 90 ft. to 73.44 ft. Property is zoned RS-1 and FUM designation if MDR; and located at 97277 Belleville Lane, Yulee, Florida
