RESOLUTION(S)
A.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, adopting the Regional Multimodal Transportation Plan as adopted by the Northeast Florida Regional Transportation Commission.

B.Tim Maguire, Animal Control Director re: update on Tethering Ordinance.
CONSENT ITEMS – If any board member wishes to move a Consent Item to New Business, please do so now. Does any member of the public want to speak on a Consent Item?
C.Approve and authorize the Chairman to sign the Acceptance of Specifications form from Florida Power & Light, for additional electrical services needed for the Detention Center Chiller Project.
D.Reject all bids received in response to Bid No. NC17-028, Yulee Sports Complex-Tennis Court Rehabilitation/Demo Project and new Tennis Court Installation Project.
E.Approve and authorize the Chairman to sign a Termination Agreement, Contract No. CM2308, terminating the Interlocal Agreement for the Consolidation of IT Resources in Nassau County between Nassau County Board of County Commissioners and the Nassau County Supervisor of Elections.
F.Approve and authorize the Chairman to sign the Termination Agreement, Contract No. CM1534, related to the Interlocal Agreement for Shared Internet Access, with termination of the Interlocal Agreement to be effective upon confirmation that internet access for the Property Appraiser, Supervisor of Elections and Tax Collector has been installed. 
G.Approve Finance Package 2017-25 and associated Resolutions.
H.Approve Finance Package 2018-03 and associated Resolutions.
I.Approve and authorize the Chairman to the following Funding Agreements: 1) Micah's Place, Contract No. CM2486, in the amount of $50,000; 2) Jacksonville Area Legal Aid, Inc., Contract No. CM2489, in the amount of $83,655; 3) Nassau County Economic Development Board, Inc., Contract No. CM1134-A12, in the amount of $150,000; and 4) Boys and Girls Club of Nassau County Foundation, Inc., Contract No. CM2485, in the amount of $60,000.
J.Approve and authorize the Chairman to sign Addendum No. 14 to the Agreement for Lobbyist Services between the Board of County Commissioners and Mark Anderson, Contract No. CM1143-A14.

K.Continue consideration of a Resolution urging the Florida Legislature to work with the Florida Sheriffs' Association and the Florida Police Chiefs' Association to address texting while driving.

M.Approve the following: 1) award Bid No. NC17-002 to Pars Construction Services, LLC, in the amount of $791,802.96, for the Thomas Creek Road Resurfacing Project; 2) authorize the Chairman to sign the Notice of Award and the agreement with Pars Construction Services, LLC, Contract No. CM2495; and 3) authorize the Public Works Director to issue the Notice to Proceed contingent upon receipt of the required Performance Bond, Payment Bond, and Certificate of Insurance. Funding Source: 63470541-563100 THCKR.
N.Approve the following: 1) award Bid No. NC17-001 to Pars Construction Services, LLC, for the Andrews Road Resurfacing Project; 2) authorize the Chairman to sign the Notice of Award and the agreement with Pars Construction Services, LLC, Contract No. CM2494; and 3) authorize the Public Works Director to issue the Notice to Proceed contingent upon receipt of the required Performance Bond, Payment Bond, and Certificate of Insurance. Funding Source: 63470541-563100 ANDRR.
O.Approve the following: 1)  amendment to the Subscription Agreement with The Florida PACE Funding Agency, Contract No. CM1960-A1; 2) a Resolution amending Resolution No. 2013-27, which authorized the execution of a Subscription Agreement with the Florida PACE Funding Agency pursuant to which the agency will administer a Financing Program for Energy Conservation and Efficiency Improvements, Renewable Energy Improvements and Wind Resistance Improvements within the boundaries of Nassau County, Florida; and providing an effective date; and 3) a Resolution establishing a policy as regards to financing energy conservation and efficiency improvements, renewable energy improvements, and wind resistance improvements; providing an effective date.
P.Approve and authorize the Chairman to sign Amendment No. 1 to the Interlocal Agreement with the City of Fernandina Beach, Contract No. CM1721-A1, for Ocean Rescue Services. Funding Source: 01075572-534000
Q.Consider the following: 1) approve sponsoring the 2017 Yulee Holiday Festival and Parade and waive the festival permit fee; and 2) authorize the Chairman to sign the Temporary Closing of State Road Permit, as required by the Florida Department of Transportation.
R.Discussion of Chairman and Vice-Chairman for January 1 through December 31, 2018.

Consider an Ordinance of the Board of County Commissioners of Nassau County, amending Ordinance No. 97-19, as amended, known as the Land Development Code, Specifically Amending Articles 15, 16, 16-A, 17, 18, 20, 21, and 26 regarding distance restrictions applicable from churches and schools for the sale of alcoholic or intoxicating beverages; amending Article 33, Distance Restrictions for Certain Land Uses, Amending Section 33.01 and Rescinding Section 33.01 (A-F); amending Section 33.02, Sexually Oriented Businesses, specifically Amending Section 33.02(A)(1); Rescinding Section 33.02(B)(3).

U.Approve Finance Package 2017-26 for carried forward cash, in excess of the amount budgeted for FY16/17 and authorize Chairman to sign associated Resolution.
PUBLIC HEARINGS – The following matters under consideration are Quasi Judicial matters, and the Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
V.Consider R17-009, filed by Tuscany Preserve, LLC, owner, and Gillette & Associates, Inc., agent for owner, seeking modification of the Marsh Lakes Planned Unit Development to allow eleven duplex structures, for a total of 22 residential dwelling units, on the subject property described in Exhibit "A" and rescinding uses permitted previously by Ordinance 2005-04 for 36 multi-family units and 11,000 square feet of commercial uses.
W.Consideration of FD17-004, the Final Development Plan for Phase 4 and Amendment to the Final Development Plan of Phase 1 of the Woodbridge Planned Unit Development (PUD) to allow a fishing pond to be included in an area on the western edge of Phase I. Applicant has requested continuance to the January 8, 2018.
