C.Sheriff's Business - Approve and authorize the Chairman to sign the Federally Funded Grant Agreement with Volunteer Florida Citizens Corp, Contract CM2522, for grant funds in the amount of $7,000; and authorize the Chairman to sign associated Budget Amendment.
D.

Sheriff's Business -Approve and authorize the Chairman to sign the Federally-Funded Grant Agreement, Contract No. CM2515, for grant funds in the amount of $7,000; and authorize the Chairman to sign the associated Budget Amendment.

E.Approve and authorize the Chairman to sign a revised letter to the U.S. Army Corps of Engineers requesting a Continuing Authorities Program (CAP) Study to investigate Thomas Creek flooding.
F.For recording purposes only, consider the final plat for Flora Parke Unit 6B, filed by Flora Parke Development, Inc., owner, and Jennie M. Lesniak, agent for owner, to construct sixty, (60) single family lots on approximately 40.29 acres. Property is zoned as Planned Unit Development (PUD) and is located off Amelia Concourse, approximately 0.9 miles south of SR 200/A1A. Staff recommends approval.
G.Approve Finance Package 2018-08 and associated Resolutions.
H.Approve Board Minutes from the Regular Sessions held on November 13, November 27, December 11, and December 20, 2017.

I.Continue discussion regarding citizen proposed changes to the Animal Control Ordinance.

J.Approve and authorize the Chairman to sign Amendment No. 2 to the agreement with Concrete Conservation, Inc., Contract No. CM2196-A2, for Manhole/Wetwell Rehabilitation for Nassau Amelia Utilities. Funding Source: 71500535-563551 WW4.
K.Request the Board set a workshop to discuss the process for new agencies to become PACE providers.
APPOINTMENTS
L.Consider recommendation from the City of Fernandina Beach for appointment of Chip Ross and Roy Smith to the Amelia Island Tourist Development Council.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Consider an Ordinance amending Chapter 29 of the Code of Ordinances, Subdivision and Development Review; specifically amending Section 29-47, Vacation And Annulment of Plats, Easements, And Right-of-Way; providing for findings; providing for severability; and providing an effective date.

N.

Consider CPA17-009, filed by Equipment Options Direct, LLC, owner, and Gillette & Associates, Inc., seeking to amend the Future Land Use Map for a change in classification  of approximately 11.90 acres from Agriculture (AGR) to Commercial (COM). Property is located on the west side of US 1 between Roy Booth Road and Casa Wood Lane, Callahan area.

PUBLIC HEARINGS – The following matters under consideration are Quasi Judicial matters, and the Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Consider R17-010, filed by Equipment Options Direct, LLC, owner, and Gillette & Associates, agent for owner, to rezone approximately 11.90 acres from Open Rural (OR) to Commercial General (CG). Property is located on the east side of US 1 between Roy Booth Road and Casa Wood Lane, Callahan area. Planning & Zoning Board recommends approval. Staff recommends denial.

Consider R17-013, filed by Diocese of St. Augustine, owner; and Rachael Bennett, COGITO, LLC, agent for owner, to rezone approximately 15.6 acres from Residential Single Family 1 (RS-1) to Residential Single Family 2 (RS-2). Property is located on the south side of Blackrock Road, east of Chester Road, Yulee area. Staff recommends approval.

Consider R17-006, filed by Prosser, Inc, agent, and JOCO Amelia Company, LLC, and Legacy Baptist Church of Nassau County, Inc., owners, rezoning approximately 52.28 acres from Open Rural (OR) to Planned Unit Development (PUD). Property is located on the north and south sides of Amelia Concourse, west of Old Nassauville Road, between Frank Ward Road and Terra Cotta Lane, Fernandina Beach area. (Note: The applicant has requested application R17-006 be withdrawn)

R.Consideration of a Resolution of the Board of County Commissioners of Nassau County, Florida, pursuant to Resolution No. 2018-06, establishing a fee for a citizen application for a boating-restricted area, pursuant to Section 327.46(1), Florida Statutes.
