RESOLUTION(S)
A.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, commemorating the 136th Anniversary of St. James Baptist Church in conjunction with their Homecoming Celebration July 6-8, 2018.
CONSENT ITEMS – If any board member wishes to move a Consent Item to New Business, please do so now. Does any member of the public want to speak on a Consent Item?
B.Approve and authorize the Chairman to sign the Solid Waste Haulers Permit for Waste Pro.
C.Consider request from the North Florida Bicycle Club to utilize a portion of Peters Point as a rest stop on Sunday, September 9, 2018, for the annual Endless Summer Watermelon Ride, contingent upon receipt of a Hold Harmless Agreement and Certificate of Liability Insurance; and authorize placement of up to two (2) portables and several trash receptacles from Friday, 7th through Monday, September 10th.
D.Approve and authorize staff to effect a private sale and conveyance of Parcel 08-3N-24-2380-0215-0120 at assessed value to the only adjacent property owner, Mr. Richard Davis.
E.For recording purposes only, consider the final plat for Andy's Acres, filed by JKS Land, LLC, owner, to construct six (6) single lots on approximately 9.16 acres. Property is zoned as Open Rural (OR) and is located off Andrews Road, between County Road 121 and Flagstaff Loop, northwest of Hilliard. Staff recommends approval.
F.For recording purposes only, consider the final plat for Heartwood Farms, filed by Raydient, LLC, owner, to construct six (6) single family lots on approximately 121.5 acres.  Proprty is zoned as Open Rural (OR) and is located approximately 1.2 miles north of SR 200 on Griffin Road, in Callahan.  Staff recommends approval.
G.Approve Finance Package 2018-22.
H.Approve Finance Package 2018-23.
OLD BUSINESS - Any member of the public may address any item under Old Business (3 minutes each). Is there anyone who wishes to address any item under Old Business?
I.Approve a Resolution rescinding Resolution No. 2009-169 and Resolution No. 2010-141 and establishing fees for classifications of waste materials accepted at the Nassau County Convenience Recycle Center.
J.Continue discussion regarding the Stewardship District and House Bill 1075.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
K.Consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, recognizing the right of customary use of the beach, in the unincorporated areas of Nassau County, by the public subject to limitations; providing for findings, providing for codification and scrivener errors; providing for judicial review and severability; and providing for an effective date.
L.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, Rescinding Ordinance No. 2000-26, and establishing minimum standards governing health and general welfare, as to the maintenance of buildings or structures, providing for a nuisance declaration for buildings or structure in violation of the Ordinance; providing for repair and demolition of buildings declared to be a nuisance; providing for the Construction Board of Adjustments and Appeals to conduct hearings and issue orders of repair and demolition; providing severability; providing an effective date.
M.

Consideration of CPA18-005, an Ordinance amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 0.37 acres of real property located on the south side of SR200/A1A between Mt. Zion Loop and South Prince Drive, from Medium Density Residential (MDR) to Commercial (COM); providing for findings; and providing an effective date.

PUBLIC HEARINGS – The following matters under consideration are Quasi Judicial matters, and the Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
N.

Consider R18-007, filed by Gillette & Associates, Inc., agent, and Bryan and Allison Corigliano, owners, to rezone approximately 0.37 acres from Residential Mixed (RM) to Commercial Neighborhood (CN).  Property is located on the south side of SR200/A1A between Mt. Zion Loop and South Prince Drive. Staff recommends approval.

O.

Consider R18-006, filed by Rogers Towers, P.A., applicant, and Daniel Clayton McMahon, Successor Trustee of the McMahon Family Joint Trust, owner, to rezone approximately 0.88 acres from Residential, Single Family (RS-2) to Commercial General (CG). Property is located on the south side of Sadler Road between Ryan Road and Amelia Landings. Staff recommends approval.

P.Consider FD18-003, Final Development Plan for Hampton Lakes PUD (Amelia Walk), Phase 4 filed by McCranie & Associates, Inc., agent, and Greenpointe Holdings, LLC, owners, for construction of 174 single-family residential lots. Property is located on the west side of Amelia Concourse at the south end of Majestic Walk Blvd, Fernandina Beach area.

Q.Discussion and Consideration of setting for public hearing for approval of requests of agencies wanting to become PACE providers in Nassau County, Florida.
